Primary Purpose

Manage daily operations of the BOE office, including personnel and agency temporary employee supervision and assignment of duties. Responsible for all aspects of election administration to include the hiring and removing employees in compliance with the Wake County Human Resources Administrative Manual. Manage the preparation and conduct of elections in accordance with federal and state law. Oversee the development and administration of the department budget, approve requisitions and payment of invoices, oversee the certification and testing of voting equipment, manage the assignment of ballot styles and calculate ballot orders, approve all election forms and training manuals, approve all election forms and training manuals. Supervise and maintain the State Election Information Management System data, track and report election software deficiencies and enhancements. Conduct and notify the Board Members of all board meetings, including statutory meetings, as well as called meetings by the Chair.

Management of all Voter Registration duties. To include the establishment and operation of the registration system, manage the receipt and approval of registration applications from DMV, Libraries, Mail, ESC drives, DSS, WIC and Agencies for the blind. Supervise and maintain the registration books and files of the county by entering new registrations, making transfers, and removing names of deceased persons and persons no longer in residence in Wake County. Furnishing pollbooks/registration books to precincts, removals from registration lists of persons convicted of a felony. Maintain custody of records of cancellation of registration, correct errors in party affiliation, maintain voter registration of “confidential voters”.

Responsible for administrative procedures and preparations for the elections. Maintain all records in office of the Board. Supervise all permanent and temporary employees. Prepare and retain all statistical records in the office of the Board. Prepare and compose Minutes of Board and record in Minute book after approval of Secretary. Responsible for handling all correspondence, public records requests, as well as prepare legal notices and Resolutions required of the county board. Notify the Board members of all board meetings, including statutory meetings, as well as called meetings by the Chair. Responsible for hiring and removing employees in compliance with the Wake County Human Resources Administrative Manual. Instruct and train all staff members in the duties of their positions.

Notify precinct election officials of elections and information relative thereto. Conduct instructional meetings for the appointed Precinct Chief Judges, Judges and Assistants prior to each election. Supervise and administration of oath to appointed precinct Chief Judges, Judges and Assistants.

Prepare budget for operation of the office as well as elections for approval by the Board and approve expenses incurred.

Responsible for holding elections, overseeing the programming tabulators for all elections, and supervise certification of each tabulator. Prepare ballot layouts for all elections to be approved by the State Board. Accept filing fees of candidates for all elections held under jurisdiction of the Board. Make necessary provisions for furnishing reports to the press, internet, television and radio on election nights. Meet statutory requirements for notifications of candidates and filing reports by candidates. Conducting municipal elections. Review, examine and certify the sufficiency and validity of petitions and nomination papers. Contract for printing of ballots and other supplies, pursuant to State Board guidelines and pursuant to Wake County purchasing policies and procedures. Purchase and maintain election equipment, voting booths, other election forms and election papers. Issue notices and advertisements concerning elections. Conduct Logic and Accuracy testing on all election related equipment. Preserve challenged ballots for 6 months after election, for primary elections verify petitions submitted in lieu of paying filing fee, certify notices of candidacy for primary elections, print and distribute official ballots for all elections in county, verify petitions for unaffiliated candidates in partisan elections, verify petitions for write-in candidates, prepare map of precincts, provide voting place structure and mark off the voting place, prepare and furnish sample ballots, and print and deliver adequate quantity of ballots to each precinct. Publish unofficial returns, prepare abstracts, mail duplicate original abstracts to SBE and Clerk of Superior Court. Maintain custody of absentee ballot application forms and furnish applications on request. Prepare Plan of Implementation for Early Voting for Board approval, prepare certified list of executed and approved absentee voters, forward list to SBE, prepare certified list of executed and approved absentee voters, retain originals of all applications for absentee ballots, maintain custody of blank applications and absentee ballots, prepare list of approved and executed returned absentee ballots and forward to SBE and to each precinct, conduct mandatory recounts.

Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency.
