This role provides strategic and operational leadership to ensure effective delivery and performance of employment services for assigned grants. The Workforce Development Manager collaborates with internal and external partners to achieve contract compliance, financial goals and strong operational performance. Working to dynamic targets that must be achieved through effective operational delivery, the Workforce Development Manager monitors key performance drivers. The Workforce Manager leads operations for assigned grants and programs by directing the overall strategy, designing operational processes, planning and ensuring effective service delivery controls, and developing and driving performance. | | | | | | | | |
Essential Functions | | | Priority | % Time | • | Develops and implements plans and programs related to the workforce development, including the development of annual plans, workforce MOUs, and other documents and plans that supports the identity and mission of the WDB | 2 | 30% | • | Supports the development of funding and grant opportunities that develops partnerships in response to solicitations from state and federal government agencies as well as other funding providers. This may be completed in collaboration with regional Workforce Development Boards and partners, and county departments related to workforce development and industry sectors. | 6 | 5% | • | Develops and leads staff to ensure effective implementation of workforce development programs by means of performance planning and evaluation systems for all employees; identifies gaps in performance, anticipate and address internal and external factors that control success | 1 | 30% | • | Collaborates closely with community, county, regional, state, and other organizations to ensure workforce development efforts are successful in addressing the economic priorities of the CAWD region | 4 | 10% | • | Develops improvement strategies to continually improve key performance indicators . | 3 | 10% | • | Builds and maintains strong partnerships with core partners and other workforce development development and other workforce development agencies to ensure alignment and execution of collaborative workforce strategies to include Talent Pipeline Management | 5 | 10% | • | Other duties as requested by the WDB and Executive Director | 7 | 5% | | | | | | | |
