Primary Purpose

This position provides executive, managerial and administrative leadership to implement the mission, goals, strategies for the Capital Area Workforce Development Board (WDB). The Director assists the 25-member WDB in developing its strategic vision and priorities; implements and provides oversight of WDB initiatives and programs; and facilitates development of stakeholder and community partnerships in support of its strategic goals.

 

 

The Workforce Development Director plans, coordinates and provides oversight in implementation of programs authorized under the Department of Labor Job training grant, as well as other federal, state, and local grants, in accordance with federal, state, and local laws and regulations. The position promotes and supports efforts in creating alliances that advance economic development, create a quality workforce, and impacts quality of life in the community and region.

 

The Director will oversee a department budget and board staff and contractors/service providers.

Serve as chief executive officer of the Workforce Development Board, providing training to new members; organizing Board development and strategic planning efforts

Establish a vision for workforce development that integrates current employment realities, the regional nature of the workforce development programs with a coordinated approach that delivers outstanding service to prospective employers and job seekers.

Oversee development of annual budget and audit, efficient operation of financial and record management reporting systems ensuring performance, fiscal outcomes, and programmatic integrity.

•

Coordinate workforce development planning and implementation consistent with the WDB and Wake and Johnston Counties mission of connecting residents with education and employment opportunities that prepare them to meet or exceed the skill demand needs of regional employers.

•

Oversee contract negotiations and agreements for funding and implementation of programs; develop professional services requests, review proposals, select contractors, prepare contracts

Ensure development of Local Area workforce plans, policies and procedures, modifications, and budgets by department staff.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Public Administration, Business Administration, Human Resource Management or related field


Required Experience

•

Eight years of experience in workforce development or public administration including at least four years of supervisory experience
