Primary Purpose

Provides leadership, supervision and review of work to Wake County's Soil and Water Conservation District office and staff. Manages budget, finances and human resources. Conducts long-range and strategic planning. Provides marketing and outreach through presentations, reports, web and printed communications. Oversees Wake County Soil and Water District's participation in local, state, federal and private programs for conservation establishment on public and private lands. Ensures fiscal compliance with County, State, and Federal policies, procedures, and guidelines.

Manages and supervises the Wake Soil and Water Conservation District office staff which includes three Natural Resource Conservationists, a Conservation Specialist and an Environmental Educator.  Reviews all office, technical, outreach and education work from staff to ensure compliance with local, state and federal policies and procedures. Manages and reviews work performance and job functions for all soil and water office staff by documenting, evaluating and completing performance management reviews for all supervised positions.

Identifies natural resource management needs in the County and addresses them through existing programs or development of new programs. Provides technical, informational and educational assistance to Wake County citizens on protecting and preservation of the vital natural resources that are in Wake County.

Provides external public relations by collaborating with other local, state, federal and non-profit agencies to deliver technical conservation services and funding to promote and protect natural resource conservation work in Wake County.  Represents Wake Soil and Water Conservation District Board of Supervisors and office at various committee and policy development sessions. Serves as spokesperson and provides technical input on natural resource protection and watershed management in Wake County government.

Seeks additional outside grant funding sources and partnerships that provide sustainability for District operations and projects. Writes grants following County guidelines for all budget allocations. Networks with partner agencies for donated resources that support Wake Soil and Water Conservation District Programs.

Position(s) may perform other duties in addition to the above as assigned by management.

 


Additional Responsibilities

•

Communicates with the Wake County Board of Commissioners, Wake County Manager and Deputy County Manager on Wake Soil and Water Conservation District work objectives, work accomplishments, and strategic planning. The communication will include the District's work in Wake County to provide financial, technical and educational resources to Wake County citizens that protect and improve the natural resources in the County. Conducts quarterly and Annual Reports, scheduled tours and site visits to current or completed conservation work that was performed by the Wake Soil and Water Conservation District staff.

Coordinates or implements technical, financial, or administrative assistance programs for Wake Soil and Water Conservation District to ensure efficient program implementation and timely responses to requests for assistance from Wake County citizens. Provides excellent customer service to all citizens of Wake County that request assistance from the Wake Soil and Water Conservation District.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.
