Primary Purpose

Develops and implements a comprehensive county-wide system of solid waste management that integrates systems for all political jurisdictions and public and private agencies. Protects public health and the environment while ensuring long-term system capabilities to meet the needs of the community in a cost effective manner. Provides day-to-day operational oversight of 20+ solid waste facilities, ensuring regulatory compliance and coordination with City and Towns.  Evaluates, develops and implements new services and interlocal agreements with other agencies and political bodies; Administers service contracts and engineering contracts.

Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Qualifications


Required Education

•

Bachelor's degree in Environmental Sciences or related field


Required Experience

•

Six years of experience in environmental services or environmental programs including at least two years of supervisory experience


Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record

•

Equivalent education and experience are accepted

Knowledge, Skills and Abilities

•

Excellent knowledge of solid waste services and operations involving the collection, disposal, recycling and processing of materials, community collection, landfill construction and operations, or other comparable program areas.

•

Strongly proficient in Microsoft Suite (Word, G-Mail, Access or Excel or related systems).

•

Supervisory skills with ability to provide guidance and professional support to staff, offer regular feedback, hold staff accountable, and serve as a mentor

•

Exceptional critical thinking ability with demonstrated troubleshooting and problem-solving skills

•

Ability to exercise significant judgment and discretion in applying and interpreting policies and procedures

•

Ability to work independently in carrying out oral and written instructions

•

Exceptional oral/public speaking and written communication skills

•

Strong project management skills and financial analysis skills
