Primary Purpose

Provides advanced regulatory and consultative services with respect to waste disposal technology, soil studies and quality assurance to field staff. Conducts plan and site reviews of designed sewage disposal systems submitted by private consultants and professionals, with a demonstrated knowledge of sewage disposal systems. Completes quality assurance checks on the work of other staff and provides training to staff based on results of quality assurance checks. Prepares in-house designs when necessary. Participates in inspections of septic systems for permitting. Inspects public swimming pools.

 

Essential Functions

Completes soils evaluations using LSS experience. Provides consultation and training to field staff on soil evaluations and provides permitting assistance with advanced regulatory knowledge.

Conducts plan and/or site reviews of designed sewage disposal systems submitted by private consultants and design professionals that utilize advanced system types or engineered systems.

•

Provides consultation to staff on saturated hydraulic conductivity measurements, lateral water movement, and interceptor drain design.

•

Inspects system installations and provides installation consultations to field staff to ensure that the staff are properly and consistently inspecting wastewater system installations to ensure that installations are in compliance with state and local regulations.

•

Completes paperwork and documentation. Prepares reports with the results of the Quality Assurance/Compliance process. Reviews the findings with management and the individual staff. Plans training based on the findings in the reports. Assists with the training plan for each issue according to the above.

Additional Responsibilities

•

Inspect public swimming pools and issue pool operation permits


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Soil Science, Geology, Environmental Science, Engineering or a related field


Required Experience

•

Three years of experience in environmental planning, inspections or engineering


Required Licenses and Certifications

•

NC Licensed Soil Scientist (LSS) within one year

•

NC Registered Environmental Health Specialist (REHS) within three years

•

NC relevant authorizations within one year

•

Valid Driver's License and "safe" driving record


Qualification Equivalency

•

Equivalent education and experience are accepted


Preferred Education

•

Master's Degree

Soil Science, Geology, Environmental Sciences, Engineering or related
