Primary Purpose

Performs State-mandated Operation and Maintenance (O&M) inspections for septic system compliance, which is required in accordance with 15A NCAC 18E 1300. Provide technical expertise and guidance to property owners and seeks corrective measures in collaboration with contractors. Document findings. Issues non-compliant letter or notices of violations if warranted. Documents actions and prepares reports or studies which could be used in court proceedings. Inspect public swimming pools and issue pool operation permits.

 

Essential Functions

•

Conducts recurring State-mandated inspections for septic systems, reviews the O&M reports submitted by complex/advanced system operators of septic systems as required under 15A NCAC 18E.1300. Plans inspections to maximize productivity and meet departmental goals for the business unit.

Conduct non-complainct/malfunctioning system investigations, escalates to code cases, as needed, and reviews design and permit repairs for systems when required. Conducts final inspections for system repair. Decides the level of public health risk associated with these situations and acts accordingly. Shares information with management and contractors to resolve the problem in an appropriate way.

Works within the inspections group to train new members about techniques and methods to apply to get inspections and repairs completed effectively.

Assist with pool inspections or other tasks, as needed for process improvement or emergency management.

Position(s) may perform other duties in addition to the above as assigned by management.

 


Additional Responsibilities

•

Inspect public swimming pools and issue pool operation permits.

 


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Engineering, Geology, Environmental Science or related field


Required Experience

•

Three years of experience in environmental planning, inspections or engineering


Required Licenses and Certifications

•

NC Registered Environmental Health Specialist (REHS)

•

Valid Driver's License and "safe" driving record


Qualification Equivalency

•

Equivalent education and experience are accepted


Preferred Education

•

Master's Degree

Engineering, Geology, Environmental Science or related field
