Primary Purpose

Implements and plans QA/QC for the section. Mentors less experienced staff. Consults on projects that are difficult for other staff in order to bring an advanced and additional perspective to problem solving. Reviews plans for new developments, creates permits, inspects for compliance with and enforces stormwater, floodplain and erosion and sedimentation control regulations. Consults closely with municipalities that Wake County has administrative responsibility for in this area. Applies county and municipal ordinances, regulations, stormwater and sedimentation and erosion control design engineering practices and principles, various Stormwater Design Manuals and accounting tools to the process of ensuring consistent, accurate, and timely plan review, permitting and enforcement.

 

Essential Functions

Reviews plans and writes permits for sedimentation and erosion control. Creates presentations to support decisions about complex problems on sites.

Conducts QA/QC of plan review, inspections, enforcement, and field duties. Develops standards and procedures to make the Watershed Management program more effective, consistent, and prompt. Uses QA/QC data to develop staff specific training.

•

Conducts recurring inspections for construction sites for sedimentation and erosion control compliance. Inspects active projects with sufficient frequency to effectively monitor compliance with applicable regulations. Enforces project compliance through joint inspections, technical assistance, the use of inspection reports, stop work orders, inspection holds, notices of violations and fines as appropriate.

Works within the Inspections group to mentor and train staff about techniques and methods to apply to get inspections and repairs completed effectively.

Consults and negotiates with the public, consultants, engineers, builders, and developers on sites that have difficult questions and guide the responsible parties to compliance.

Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Qualifications


Required Education

•

Bachelor's degree in Engineering, Geology, Environmental Science or related field


Required Experience

•

Three years of experience in environmental planning, inspections or engineering


Required Licenses and Certifications

•

NC Professional Engineer (PE) in civil or related engineering discipline

•

Valid Driver's License and "safe" driving record


Qualification Equivalency

•

Equivalent education and experience are NOT accepted


Preferred Education

•

Master's Degree

Civil Engineering or related discipline

Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design of water related projects.
