Primary Purpose

Works under the general guidance and training from senior staff and managers to conduct plan reviews and construction evaluations to ensure NC DHHS regulated facilities are constructed in a way that allows operators to comply with applicable health codes. Protects the public by preventing or reducing the risk of illness, communicable disease and injury. Communicates with operators and the public, using education and enforcement strategies to develop innovative solutions that comply with public health regulations and laws. Educates external partners (operators, managers, and architects, etc.) by synthesizing technical knowledge.

 

Essential Functions

Works under the general guidance and training from senior staff and managers to examine facility plans to ensure construction is designed to comply with applicable codes at public facilities including food service, lodging, institutions, schools, child and adult care centers, nursing homes, swimming pools, and others.

Inspects, evaluates and enforces environmental regulations at North Carolina DHHS regulated public facilities while working independently. Communicates findings with operators.

Works under the general guidance and training from senior staff and managers to evaluates construction of remodeled and newly built facilities to ensure compliance with public health regulations. Recommends adjustments or enhancements to projects to assist customers with compliance with least loss of time and financial burden. Permits facilities when they comply with NC DHHS regulations.

•

Educates operators during routine inspections as well as formal presentations. Conveys compliance messages to a wide range of operators requiring explanation or interpretation with understandable public health reasoning.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's or postgraduate degree from a program that is accredited by the National Environmental Health Science and Protection Accreditation Council (EHAC); OR Bachelor's or postgraduate degree with a minimum of 30 semester hours or 45 quarter hours in the physical, biological, natural, life, or health sciences; OR Bachelor's or postgraduate degree in public health

•

NC Registered Environmental Health Specialist (REHS) within three years

•

NC relevant authorizations within one year

•

Valid Driver's License and "safe" driving record

Strong interpersonal, written, and oral communication skills being able to succinctly communicate, market and sell practical Environmental Health and Safety solutions to all levels of company/business/and facility personnel.

Advanced understanding of EHS regulations, management systems, regulatory agencies, trends and resources. Excellent verbal and written communications skills and the ability to effectively communicate with all levels of the organization. 

•

Strong customer service and interpersonal skills. 

•

Strong analytical and problem solving skills are essential. 

•

Proficient in using a computer and Microsoft Office (Outlook, Word, Excel, PowerPoint etc.).
