Primary Purpose

Leads a group of engineers and other professionals in conducting plan review to support construction projects and permits with potential for environmental or public health impacts. Provides advanced regulatory and consultative services with respect to quality assurance, water-related projects, technical assistance, and design. Conducts technical staff training on subject related to field evaluations and design review. Creates and implements a consistency of evaluation and permitting processes by conducting quality assurance/compliance inspections. Participates in inspections of sites and assets as needed for permit process completion. Creates reports concerning productivity, quality, and/or timeliness of services to improve processes and potentially support the budget process.  Coordinates and participates in Inspections of public swimming pools.

 

 

Essential Functions

Manages, trains, and coordinates work of a team of professionals in Wastewater. Completes quality review of their work. Provides feedback on quality and timeliness of work. Selects candidates as part of the hiring team. Conducts performance reviews. Mentors staff in engineering methods.

Provides technical support on difficult soils and/or sites. Shares experience with the staff of all Water Quality sections in completing plan reviews. Completes plan reviews as needed to keep up with demand.

Sets standards and develops methods to support staff in Water Quality in their daily assignments. Communicates with consultants, professional organizations, agencies and other local governments to gather concensus for decision-making.

•

Plans the strategy for the section or group of professionals to be able to support plan review, subdivision design review, and support of enforcement. This involves doing the office and field work work, at times. Develops reports for productivity that can support the budget process.

•

Completes the work and the quality assurance process, implements training, standards or procedures to make the process of plan rview and enforcement more effective for all members of the unit managed as well as other units in Water Quality.

Position(s) may perform other duties in addition to the above as assigned by management.

 


Additional Responsibilities

•

Coordinates activities and participates in inspections of sites, systems, and swimming pools.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Engineering, Geology, Environmental Science or related field


Required Experience

•

Four years of experience in environmental health, environmental planning, inspections or engineering


Required Licenses and Certifications

•

NC Professional Engineer (PE) in civil or related engineering discipline

•

NC Registered Environmental Health Specialist (REHS) within three years

•

NC relevant authorizations within one year

•

Valid Driver's License and "safe" driving record


Qualification Equivalency

•

Equivalent education and experience are accepted
