Primary Purpose

Manages the Field Consultations Group, a team of professionals responsible for preconstruction conferences, field inspections, technical assistance and enforcement to ensure project compliance with applicable regulations for stormwater, floodplain and erosion and sedimentation control compliance for the County and certain municipalities. Assigns and monitors work. Provides team leadership, guidance and coaching to the Environmental Consultants.

Manages, trains and coordinates the work of a team of professionals and is responsible for team production and performance in the areas of inspections, technical assistance to permittees, enforcement and reporting. Trains the team with customer needs, applicable regulations, plan review, policies and procedures, the development process, design standards, techniques and tools to perform tasks. Coordinates their work to fulfill requirements for county-wide coverage.

Completes inspections. Provides technical assistance. Implements enforcement activities. Assigns projects to, supervises and directs Environment Consultants in providing technical assistance to permittees, enforcement and reporting to effectively monitor project compliance with applicable regulations. Seeks compliance through joint inspections, technical assistance, the use of inspection reports, inspection holds, stop work orders, notices of violations and fines as appropriate.

Coordinates with internal and external customers as necessary. Facilitates problem solving and collaboration. Ensures discussion and decisions lead toward closure. Intervenes when necessary to aid group in resolving issues. Escalates issues where resolution may be protracted.

Creates plans for team coverage and an ever-changing list of sites. Plans new procedures and processes that increase coverage with existing staff. Implements changes that require communication with the regulated community. Plans training for developers, engineers, and contractors to improve their ability to achieve compliance easily.

Creates reports that will support analysis of the effectiveness and productivity of the Field Services group that can be used to support the budget process.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Engineering, Geology, Environmental Science or related field


Required Experience

•

Four years of experience in environmental health, environmental planning, inspections or engineering


Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record


Qualification Equivalency

•

Equivalent education and experience are accepted


Preferred Education

•

Master's Degree

Engineering, Geology, Environmental Science or related field
