Primary Purpose

Leads a group of professionals in conducting plan review of sewage disposal systems created by private consultants and professionals. Provides advanced regulatory and internal consultative services with respect to quality assurance, waste disposal technology and technical assistance. Designs and implements technical staff training on subject related to field evaluations and design review. Creates and implements a consistency of evaluation and permitting processes by conducting quality assurance/compliance inspections. Depending on area of assignment, conduct QA or collaborate with Operation and Maintenance inspections. Participates in inspections of new and repair systems for permit process completion. Creates reports concerning productivity, quality, and/or timeliness of services to improve processes and potentially support the budget process. Coordinates and participates of public swimming pools.

Manages a group of professionals. Completes quality review of their work. Provides feedback on quality and timeliness of work. Selects candidates as part of the hiring team. Conducts performance reviews.

Provides final decisions on difficult soils and sites. Shares experience with the On-Site and Wastewater Sections in developing processes and standards. Inspects sites and systems as needed.

Sets standards and develops methods to support staff in the On-Site group and the Wastewater group in completion of site evaluations, subdivision review and preparation, and communication with private consultants.

•

Plans the strategy for the section or group of professionals to be able to support second opinions, soil calls on difficult sites, designs that require advanced systems, subdivision review, and support of repairs. This involves doing this work, at times. Develops reports for productivity that can support the budget process.

•

Through experience completing the work and the quality assurance process, implements training, standards or procedures to make the process more effective. Optimizes the effectiveness of the group of professionals in Wastewater and On-Site. Develops standards for completion of tasks that ensure QA/QC and a streamlined process.

Additional Responsibilities

•

Supports, completes and coordinates inspections of swimming pools and issuance of permits.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Soil Science, Engineering, Geology, Environmental Science or related field


Required Experience

•

Four years of experience in environmental health, environmental planning, inspections or engineering


Required Licenses and Certifications

•

NC Licensed Soil Scientist (LSS) within 180 days

•

NC Registered Environmental Health Specialist (REHS) within three years

•

NC relevant authorizations within one year

•

Valid Driver's License and "safe" driving record


Qualification Equivalency

•

Equivalent education and experience are accepted
