Primary Purpose

Oversees site evaluation and permitting program for a team. Trains staff in permitting, inspections and evaluations. Performs quality assurance of permitting and inspections by On-Site staff and coordinates training based on findings. Supervises field staff to ensure proper interpretation and enforcement of regulations and to ensure expected level of customer service. Enforces On-Site Waste Disposal System Regulations. Conducts seasonal swimming pool inspections leading to permitting. Serves as staff in Emergency Operations Center or in shelter monitoring related to radiological releases, weather events, or other emergencies.

Reviews work of staff including field inspections, permits, reports, correspondence, records and database input as component of QA/QC program. Reviews work output including daily, weekly, monthly and yearly reports. Coordinates QA/QC with Onsite Wastewater to ensure consistent application of well rules. Assists staff in proper enforcement of laws and regulations.

Conducts soil/site evaluations to determine suitability for onsite wastewater systems. Makes soil borings and evaluates soils for structure, texture, stratification, consistency, porosity, color, depth, and geology of parent material. Evaluates sites for available space, degree of slope, other topographical influences. Decides the correct long term acceptance rates based on these criteria.

Evaluates installations of on-site ground absorption wastewater systems. Consults with builders and installation contractors to ensure that installation is in compliance with state and local regulations. Installation may include complex inspections of alarm and effluent pump systems, which must be evaluated and approved.

Prepares reports, permits, and other correspondence with clients telephone, email, and text to provide good service. Completes paperwork, documentation and QA/QC evaluation. Prepares and administers staff training based on evaluation of QA/QC data.

Position(s) may perform other duties in addition to the above as assigned by management.

 


Additional Responsibilities

•

Inspect public swimming pools to ensure compliance with public health and safety regulations. Issue operation permits for public swimming pools.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Engineering, Geology, Environmental Science or related field


Required Experience

•

Four years of experience in environmental health, environmental planning, inspections or engineering


Required Licenses and Certifications

•

NC Registered Environmental Health Specialist (REHS)

•

NC relevant authorizations

•

Valid Driver's License and "safe" driving record


Qualification Equivalency

•

Equivalent education and experience are accepted
