Primary Purpose

Leads and directs division Environmental Health Program Managers on a wide range of the largest and most complex resource and environmental projects and process initiatives. Directly manages own assigned projects. Provides leadership and direction in turnkey project management, including planning, fiscal oversight, team coordination, design and process improvement, and business and budget planning.

Leads and directs turnkey project management, including planning, fiscal oversight, team coordination, design and construction administration and other initiatives. Consults with Environmental Health Program Managers on a wide range of issues, including but not limited to, budget preparation and compliance, contract and fee negotiation, adherence to quality standards, and project scheduling.

Responsible for making improvements of processes, systems or standards to enhance performance of the Division. Works directly with the Section Managers in Water Quality on reports, systems of monitoring performance, quality assurance, policy writing and development and operational planning that leads to improvements in the operation of each section. Monitors and supports Section Managers in advancing process improvement goals including Accreditation and Corrective Action Plans.

Leads and directs Environmental Health Program Managers on resource-related, process improvement and capital projects. Serves as Project Manager for own assigned projects. Assures that the County’s objectives for customer service, resource management, and Board Goals are met for projects.

Supports development of water resource planning documents such as ground water studies, policy evaluations, review of upcoming legislation, and reports of partner organizations. Performs research and prepares reports to support water related policy decisions and projects, coordinates with stakeholders on the Water Partnership, UNRBA, JLOWA and other stakeholder groups.

Works closely with Division Director in the development of annual and long-term Business Plan and provides oversight of schedules for compliance with approved budget. Advances funding requests, through the budget office and  grant programs, for projects that improve the operation and impact of the Water Quality Division. Develops operational reports and converts them into budget planning documcnts using current information from Qlikview, housing market information sources, LDS, and other sources as required. Oversees the administration budget for Water Quality and coordinates budget planning and data analysis.

•

Participates in the review, preparation and presentation of agenda items requiring Board of Commissioner’s approval. Serves as liaison on various teams and the Water Partnership between different County departments, other municipalities and various community groups that support County programs. Develops new and strengthens existing relationships with other local governments, cooperative extension. the soil and water conservation board, real estate professionals, home builders, design professionals and engineers.  Seeks opportunities for regional collaboration that support advancement of Water Quality Division goals.

Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Qualifications


Required Education

•

Bachelor's degree in Engineering, Geology, Environmental Science or related field


Required Experience

•

Four years of experience in environmental health, environmental planning, inspections or engineering


Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record

•

Equivalent education and experience are accepted
