Essential Functions | | | Priority | % Time | • | Manages mandated site and design review and permitting process for wastewater systems, mobile home park and migrant housing management, accessory structure projects and quality assurance of the process for septic system and public health regulations. Oversees support of swimming pool inspections. Develops and recommends new regulations to improve regulation of wastewater systems for the protection, public health and safety and property values. Coordinates local programs and activities. Secures local, state and federal support. | 1 | 30% | • | Develops programs for site review, design and permitting and to prepare and submit compliance reports, and maintain support data and support swimming pool inspections. Attends State agency meetings to maintain currency on proposed regulatory changes. Conducts research as necessary to measure progress toward organizational goals. Oversees QA/QC methods as a means to process improvement. Develops plans to reach organizational goals within the Section. | 2 | 15% | • | Develops work plans and objectives and training plans for On-Site Wastewater programs, staff, process improvement and customer service goals. Monitors activity reports/data to measure customer service. Monitors work objective benchmarks and quality assurance data to plan for specific development needs for staff. | 3 | 15% | • | Implements plans and policies to ensure sound septic system design and public health with internal and external agencies to leverage resources and expertise in addressing common environmental goals. Analyzes program goals and objectives and produces regular reports. | 4 | 10% | • | Manages contracts and projects for procurement of professional services and supplies. Completes contract development, negotiation & administration, development of project scope and approach, budget, milestone management. Monitors and assesses performance of contractors, advise as to needed performance adjustments. Manages staff to ensure response to emergencies can be staffed with knowledgeable members of the section staff. | 5 | 10% | • | Develops business plan and County budget reports and approves funds usage. Implements short and long range plans and updates as necessary. Oversees grant administration.
