Primary Purpose

Enforces laws, rules and regulations pertaining to on-site wastewater systems, wells, and public swimming pools.  Applies knowledge of soil and site conditions to determine site suitability for onsite wastewater systems in accordance with State and Wake County regulations.  Writes and issues septic system permits including design and layout.  Conducts inspections of septic system installations to ensure proper construction and regulatory requirements are met.  Additonal duties include observance of Grave Removal and  Environmental Education.

 

Essential Functions

Performs soil and site evaluations to determine the suitability for installation of onsite  wastewater systems by conducting auger borings or observances in pits.   Classifies soil characteristics.  Evaluates amount of available space, degree of slope, other topographical influences, estimated daily flow of wastewater, and area to be disturbed.  Decides site suitability for septic system from the evaluation of these criteria.

Designs septic systems for some sites that meet certain criteria. Directs applicant to a consultant for design for other sites. Issues Construction Authorization permit with the completed design.

Inspects installations of on-site wastewater systems to ensure compliance with design criteria, State and Wake County regulations.  Consults with builders and installation contractors to ensure

that installations are conducted properly.  This includes measurement of setbacks.

Position(s) may perform other duties in addition to the above as assigned by management.

 


Additional Responsibilities

•

Performs existing wastewater system inspections, Swimming Pool Inspections,and Operation and Maintenance inspections seasonally or as needed.  Observes Grave Removals to comply with state law and other related duties.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's or postgraduate degree from a program that is accredited by the National Environmental Health Science and Protection Accreditation Council (EHAC); OR Bachelor's or postgraduate degree with a minimum of 30 semester hours or 45 quarter hours in the physical, biological, natural, life, or health sciences; OR Bachelor's or postgraduate degree in public health


Required Experience

•

Two years of experience in environmental health as a Registered Environmental Health Specialist (Intern)


Required Licenses and Certifications

•

NC Registered Environmental Health Specialist (REHS)

•

NC relevant authorizations

•

Valid Driver's License and "safe" driving record


Qualification Equivalency

•

Equivalent education and experience are accepted
