Primary Purpose

Provides leadership and expertise to one or more operating divisions consisting of Physical Plant, Facility and Field Services, Business Administration, Safety and Security, and Fleet Operations. Concentrates on business process improvements, project management, data and analytics and fiscal responsibilities in the areas of business management, operations, maintenance and engineering. Provides oversight of operating and capital budgets that are delegated to the operating divisions and administration. Serves as the departmental lead in the absence of the department head and administers core businesses which includes facilities management, fleet management, criminal justice support, and safety and security.

Supports the functions and daily activities of GSA services through project management, administrative oversight and team leadership. Encourages innovation and  critical thinking. Manages department's operating and capital budget.

Serves a critical role in one of the following functions:

A) Provides criminal justice planning and forecasting to support the County and 10th Judicial District. Manages related programs, operations, data, and systems.

B) Evaluates and recommends processes, products and implementations to improve energy efficiencies and sustainability initiatives.

Develops and refines the GSA Core Business Plan, Corporate Plans, cost allocation, and customer service through business process analysis, technology, and business administration.

Works with countywide representatives to ensure that coordination occurs between departmental data systems and corporate data systems. Plans and implements core building control life cycle upgrades.

•

Supervises assigned staff by coaching, providing direction for employees, approving time sheets, and conducting performance reviews.

Collaborates with multiple and widely diversified county, municipal, state, federal, and private groups and serves on various committees.

Additional Responsibilities

•

Responds to adverse weather events and emergency response operations as required for essential employees.  Oversees clean up and restore county properties after damage due to natural events, civil protests, or other unplanned events.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Public Administration, Business Administration or related field


Required Experience

•

Seven years of experience in facilities or construction management including at least three years of supervisory experience

Equivalent education and experience are accepted
