Primary Purpose

Directs and administers the activities of the Facilities, Design & Construction Department.  Implements the Capital Improvement Program for Wake County.  Manages and directs the planning, design, and construction of Capital Improvement and Public Works projects undertaken by Wake County.  Manages and directs all real estate acquisitions and dispositions, land rights, conveyances, and facility leases.

 

Essential Functions

Develops the seven year Capital Improvement Program (CIP) and updates each fiscal year to always include the next seven years.  Meets with other departments to develop master plans for their services and facility needs.  Prepares the final version and sends to Budget for inclusion in Annual County Budget

Serves as County official in dealing with private architectural/engineering consultants, contractors, material suppliers and others offering services to the County.  Monitors performance of architects, engineers, consultants, and contractors to ensure creation of high quality environments for users of County facilities at controlled costs.  Collaborates with various staff, Advisory Boards, and design consultants in developing and evaluating facility designs.

Prepares and presents annual department Business Plan to County Management.  Based on this information and the yearly updates to the Capital Improvement Budget, prepares annual department work plan for projects and real estate assignments.  Assists and guides staff in development and evaluation of project schedules and periodic updates.

Assures all real estate activities are conducted fairly, ethically, and consistent with NC General Statues.  Works with real estate specialists to secure properties and land rights.  Maintains repository of records.  Manages the acquisitions and dispositions of real property and serves as the authorized County official in negotiating real estate matters

•

Pursues partnerships with internal departments and external public and private entities to achieve community goals at least cost to the County.  Negotiates and prepares agreements for governing Board's approval with municipalities, state, and federal agencies, and private entities.

•

Participates in regular sessions with Senior Leadership Team to discuss key policy and managerial issues.  Conducts research and analysis of significant issues needing resolution.  Reviews and discusses all items proposed to be presented to Board of Commissioners at public meetings.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Required Education

Bachelor's degree in Engineering, Architecture, Construction Management or related field


Required Experience

•

Eight years of experience in engineering, architecture or construction management including at least four years of supervisory experience

Experience and ability to work effectively in a large, complex local government environment with multiple and changing priorities

Expertise at preparing long term master plans that can be incorporated within the County's multi-year capital program

•

Ability to make complex building/site design, engineering and construction topics understandable to citizens, staff and elected officials

Ability to understand and visualize the inter workings of spatial relationships and building systems in order to provide constructive overall guidance for project design and implementation

•

Ability to be a flexible, results-oriented manager who can effectively incorporate the input of multiple stakeholders

Extensive knowledge and experience in understanding the value of construction, in order to prepare, analyze and monitor budgets
