Primary Purpose

Provides leadership, direction and strategy for the county within the General Services Administration department's primary responsibilities of facility management, fleet management, criminal justice and safety and security. Administers policies, plans and procedures that align within areas of responsibility and authority. Oversees all resources, staff and programs in five operating divisions (Physical Plant, Facility and Field Services, Fleet Operations, Safety and Security and Administration) to manage the county's complex and diverse building portfolio and comprehensive fleet. Administers annual multi million dollar operating and capital budgets. Develops high-quality business strategies and plans while ensuring their alignment with short-term and long-term Board of Commissioners' goals and objectives. Serves as the primary liaison between Wake County and the North Carolina 10th Judicial District's Elected Officials (Resident Superior Court Judge, Chief District Court Judge, District Attorney, and Clerk of Court) as well as provides support for criminal justice planning and jail diversion programs.

Manages core county-wide functions including: facility management, life safety systems and processes, space standards and programming, official building records, facility modifications, security, utilities and fleet management.

Collaborates with all county departments, partners, tenants and property owners addressing facility operational needs in a timely and responsible manner. Develops enterprise-wide policies and procedures for Facility Management, Fleet Management, Criminal Justice and Safety and Security initiatives.

Works closely with Facilities Design and Construction regarding capital project planning, scheduling, maintenance and developing funding strategies.

Champions best practices while promoting continuous and innovative improvement.

•

Serves as professional staff to the Energy Advisory Commission charged with informing county energy-related policies. Provides energy reports on existing facilities. Researches, plans, defines and implements various energy strategies and projects governed by the Wake County Energy Management and Design Guidelines.

Serves as the county representative and liaison with judiciary partners and agencies with North Carolina's 10th Judicial District. Convenes and leads regularly scheduled meetings including the Court Space Committee and Criminal Justice Operations.

Position(s) may perform other duties in addition to the above as assigned by management.

 


Additional Responsibilities

•

Ensures compliance with ADA rules by serving as the county’s ADA coordinator. Participates as a principal department in the county’s Risk Management program.

•

Provides oversight of the GSA resources for the Emergency Operations Center activations that include inclement weather and other facility-related emergency response.

•

Participates and serves as a key stakeholder in county-wide committees.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Public Administration, Business Administration, Engineering (Mechanical, Civil, Electrical), Construction Management, or related field


Required Experience

•

Eight years of experience in facilities or construction management including at least four years of supervisory experience

Equivalent education and experience are accepted

Master's Degree
