Manages the planning, design, construction, and warranty phases of all Capital Improvement Projects. Provides management expertise and support to other municipalities, non-profit organizations, Wake County Schools, Wake Technical Community College, and State of NC entities represented within Wake County. Provides assistance to other areas of Capital Improvement Projects as requested by the Director of Facilities, Design, & Construction. | | | | | | | | |
Essential Functions | | | Priority | % Time | • | Coordinates the planning, programming, and design process for capital projects. Serves as central point of contact between design and construction teams, acting in the best interest of, and in communication with the end user and county operations and maintenance staff. | 1 | 30% | • | Establishes, develops and executes goals, requirements, schedules, budgets, and strategy for assigned projects | 2 | 10% | • | Develops and manages the project schedules and communicates the progress, risk and any potential delays to the end users and management. | 3 | 10% | • | Performs detailed review of project design documents to assure completeness, constructability and compliance with county guidelines and high industry standards | 4 | 10% | • | Visits job sites and operates in onsite construction offices, performs work inspections, checks job progress, and resolves project and contract issues. | 5 | 20% | • | Provides oversight of the development of Requests for Proposals and Qualifications processes, bid solicitation, and contract awards. Reviews or evaluates proposals and bids to make recommendations regarding awarding of contracts. | 6 | 5% | • | Provides management oversight of all contract agreements, amendments, change orders, and encumbrances. Knowledge, Skills and Abilities | • | Ability to analyze and comprehend the various requirements of a facility from the standpoint of the user's needs and assist design and/or engineering professionals to accommodate those needs. | • | Understand and visualize spatial relationships in order to guide and direct a design professional in solving spatial problems.
