Primary Purpose

Maintain and upgrade critical GSA computer systems and interfaces. Advise GSA employees on the use of computer systems. Work with the Senior Facilities Engineer (SFE)- Controlled Systems with the design of new or enhanced computer systems and processes to enhance GSA operations. Perform professional work and exercise independent judgment and initiative in support of GSA and County staff. Provide software system support to the respective GSA divisions in the areas of building information and control systems, work order management, corporate and detention electronic security systems, fleet management systems, parking management systems and other systems as necessary. Analyze, design, construct, document, and manage engineering control systems that include end of line devices, field panels, networks and related firmware and specialized equipment gateways.

Provide engineering support of controlled systems to GSA and its respective divisions. Gain understanding and knowledge of business practices that are supported by systems. Assess needs, gather requirements and design software, hardware, servers, networks, and/or databases to meet requirements. Assist users in understanding how to use data, equipment, software, and/or networking equipment. Maintain departmental workflow rules and processes, considering critical internal controls. Manage data quality and system integrity. Research, recommend and monitor assigned projects. Maintain application configurations specific to GSA, develop application configurations, research and enact system enhancements, monitor system performance and activity and troubleshoot hardware and software problems. Restore systems and databases from backups when failures occur. Oversee controlled system software version updates and provide users with update notes and training as needed. Ensure scheduled events in controlled systems are functioning as designed. Develop and provide reports to users on regular and ad hoc basis. Propose asset strategies and alternatives to ensure optimal operations.

Identify computer systems in need of upgrade, repair or replacement. Research new technologies to maximize the effectiveness of systems, equipment, software, and database infrastructures. Recommend, plan and enact upgrades or replacements to software and hardware systems. Install, monitor and modify applications, systems, and/or processes.

Provide support for ongoing monitoring and control activities during initial installation, configuration and coding.

Perform special technical projects for GSA as required. Plan and install system, equipment and/or software upgrades.  Monitor performance to ensure optimal system operation. Work with vendors in researching and recommending new products and troubleshooting software problems or questions. Serve as liaison between vendors, departments, teams and users to allow timely project conclusion and efficiency. Provide status reports and updates to management. Develop and manage working relationships with other county departments and partners.

Plan, test and implement software and hardware upgrades to various control systems. Manage and maintain GSA applications and systems. Train users on new or upgraded systems. Troubleshoot user issues with systems. Design and prepare complex reports for GSA presentations and internal use. Verify accuracy of imported and hand-entered data using a combination of SQL Queries, SSRS Reports and SSIS Integrations. Utilize SQL coding skills in an up to date and efficient manner. Integrate multiple control systems to meet specific organizational goals. Work on the implementation and completion of special projects as assigned. Provide input to asset management strategies and alternatives to ensure optimal operations. Research and evaluate products which may enhance current or future activities. Consult with the SFE regarding system design compliance. Maintain engineered control and data management system design guidelines.

Additional Responsibilities

•

Respond to adverse weather events and emergency response operations as required. Clean up and restore county properties after damage due to natural events, civil protests or other unplanned events.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.
