Primary Purpose

Supervise and coordinate all aspects of service and asset functions delivery of Fleet Operations on a daily basis. Oversee all Automotive Technicians and contractors. Ensure repairs are scheduled with customers and services provided are cost effective and efficiently delivered. Ensure Automotive Technicians are properly trained and certified. Manage safety program within Fleet Operations. Collaborate with Fleet Management Team to ensure proper process of new vehicle purchases, surplus vehicle disposition and sales, motor pool, telematics and vehicle fuel management. Verify data within the Fleet Management System is current and accurate. Manage the warranty requirements and related processes. Supervise the Fleet Maintenance Supervisor and the teams responsible for the installation, removal, modification and repair of emergency and non-emergency vehicle specialty equipment. Manage new vehicle on boarding, database management, emergency equipment ordering and disposal, DMV and title paperwork. Manage procurement processes and invoice reconciliation. Coordinate and interface with contract personnel in the delivery of services. Oversee contractor's performance and payments. Meet with customers to confirm appropriate delivery of services.

Oversee the asset function of vehicles to include onboarding, offboarding and disposition process for county vehicles.  Manage vehicle upfitting specifications, installation and quality assurance of program through county staff and contractors. Assist the Fleet Director with departmental vehicle replacement scope and coordination with the customer.

Assist with the motor pool system including reservations, onboarding and offboarding new motor pool vehicles, customer service and database management.

Manage and direct assigned programs including repair, replacement, upgrade, and maintenance of  Wake County vehicle inventory. Perform data verification of Fleet Management software, reporting and budgetary duties. Monitor expenses related to vehicle maintenance, repairs and purchases. Work with departments to ensure customer satisfaction. Develop procedures for work and protocols and interpret federal, state and local regulations. Manage preventative maintenance programs in accordance with industry standards, original manufacturer requirements, warranties, recalls and any local ordinances. Conduct assessments and maintenance actions to develop and improve the Fleet operations maintenance program. Schedule, inspect, and record inspections and maintenance actions as required.

Supervise, coordinate and lead the work assignments for staff while delivering services and completing work order assignments. Provide materials, tools and safety equipment to employees to complete the assigned tasks. Provide technical and administrative supervision to the work unit in all aspects to support assigned responsibilities. Complete employee performance reviews and evaluations. Identify and coordinate training needs to develop staff. Evaluate work efficiency, quality control and compliance. Assist with recruiting, hiring and disciplinary actions. Oversee contract management. Assist with bidding processes by developing bid specifications, analyzing bids, making recommendation of award and coordinates and interfaces with contract personnel in the delivery of services. Review and submit invoices for payment.

Complete administrative tasks in support of program services, employee supervision, work order management, and special projects. Complete time sheets and material requisitions. Process invoices and credit card transactions in accordance with departmental requirements and county policy. Generate tracking reports, project estimates, material lists, and other supporting documents and reports as needed. Maintain equipment inventory to include maintenance and service records. Prepare advanced documentation to assist with budget management, policy development and application, human resources actions, reporting and data management, and project coordination with staff, contractors, other governmental agencies and the customers.

Additional Responsibilities

•

Respond to adverse weather events and emergency response operations as required for essential employees. Install and recover barricades, cones, and other safety equipment. Clean up and restore county properties after damage due to natural events, civil protests or other unplanned events.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.
