Performs the duties of the Facilities Engineer and manages assigned projects. Provides strategic planning and engineering support in the areas of electrical, HVAC, plumbing, building information and control systems, special systems, corporate and detention electronic security systems. Identifies and manages major infrastructure repairs and system life cycle replacement schedules and associated budgets. Resolves complex building, code, energy, or regulatory issues for the county. Analyzes, designs, constructs, documents, and manages engineered control systems that include end of line devices to field panels and related firmware, specialized equipment gateways, multiple databases, closed networks, multiple operating systems and/or related software which supports engineered control and data management systems and system components. Researches and evaluates products which may enhance current or future activities. Directs the implementation and completion of special projects as assigned. Manages related service contracts, CAFM/Asset management and system documentation. Serves as the integrator of multiple control systems to meet organizations goals. Serves as a technical lead or subject matter expert and systems integrator. Serves as lead on turnkey system upgrades, including planning, scheduling, team coordination, testing, troubleshooting, implementing and training. Essential Functions | | | Priority | % Time | • | Provides engineering support for controlled systems for the GSA and respective divisions as needed. Demonstrates knowledge and experience of site and building systems, engineered control systems, and data management systems. Assesses needs, gathers requirements and designs software, hardware, servers, networks, and/or databases to meet requirements and analyzes requests from business users. Works with users to ensure the understanding of data, equipment, software, and/or networking requirements. Manages system quality control and system integrity. Researches, recommends, manages and monitors assigned projects. Provides input into the department’s business and strategic plans. Establishes and maintains departmental workflow rules and processes, considering critical internal controls. Establishes and maintains application configurations specific to GSA, considering critical internal controls. Performs application management including developing and implementing necessary configurations, making on-going enhancements, as needed and restoring systems and subsystems and rebuilding databases and reports when failures occur. Performs professional level engineering duties and serves as a technical lead or subject matter expert in support of maintaining, repairing and replacing countywide systems and/or assets. Provides leadership/supervision and direction to Facilities Engineers related to Mechanical, Electrical, and Plumbing (MEP) engineering disciplines and other divisions within GSA.                           | 1 | 30% | • | Identifies major engineered control and data management systems upgrade/repair/replacement projects. Recommends and plans replacements to maintain system integrity. Proposes asset strategies and alternatives to ensure optimal operations. Researches new technologies to maximize the effectiveness of systems, equipment, software, and database infrastructures. Installs, monitors and modifies advanced applications, systems, and/or processes. Monitors system performance and activity and troubleshoots hardware and software problems. Performs design work on projects and researches and recommends technology options for issues when needed. Provides support for ongoing monitoring and control activities and during initial installation/configuration/coding work.             Performs project management duties by participating as a member of the design team throughout the design and review process, bidding, contract award, construction administration, project inspections, and acceptance of county projects. Works with contractors, designers, suppliers, technical consultants, and other county staff professionals to deliver projects on time, within budget and compliant per the contract documents. Acts as a project liaison to the end-user to ensure the project meets the operational needs of building systems are maintained throughout the project. | 2 | 20% | • | Identifies and estimates major system budget for life-cycle data for all engineered control and data management systems, major infrastructure repairs, and or upgrades to various building systems, structures, and programs and consults with the Department Director regarding design and scheduling of replacement projects. Evaluates engineered control and data management systems designed end of life, system equipment end of life and operational parameters.             Provides input into the Department’s business and strategic plans as well as the Capital Improvement Plan consisting of major and minor projects. | 3 | 15% | • | Performs special technical projects and or manages control contracts for GSA. Controls applications including electronic work order system, fleet information and parking systems, CAFM/CAD, digital signage and audio visual systems, fuel systems, SCADA, Building Automation Systems and other specialized systems, security controls, and programmable logic controllers. Plans and installs system, equipment and/or software upgrades and monitors performance to ensure maximum system operation. Works with vendors in researching and recommending new products and troubleshoots software problems or questions. Acts as a liaison between vendors, departments, teams and users to allow timely project conclusion and efficiency. Provides status reports and updates to management. Develops and manages working relationships with other county agencies and working partners. Reviews and coordinates MEP plans to maintain current as built building system plans electronically for all county building using AutoCad and other GSA applications. Receives and properly records project close out documents to allow for future use and reference. Manages building management system and commissioning strategies.                           | 4 | 15% | • | Resolves complex building, code, energy or regulatory issues for the county. Manages, conducts, prepares, reviews, and updates air, wastewater and storm water permits as required.
