Primary Purpose

Participates in development of County's annual Capital Improvement Program budget.  Plans, manages, and implements master plan programs and major capital elements containing several projects over an extended period of time.  Provides guidance to other project managers implementing projects within these areas of specialties.  Directly manages own large, complex capital projects, which may include long term, multi phased projects providing turnkey project management and team leadership

Provides CIP planning, budgeting, and management for most or all projects contained within at least one CIP element or comprehensive Master Plan program, including preparing schedule sequencing over the 7-year CIP budget period and participating in CIP planned meetings.  Also participates in development of annual Department Business Plan.

Provides guidance for projects implemented within designated CIP element or Master Planned programs that are managed by other Facilities Project Managers in the department.  Alternatively, provides annual planning, coordination and guidance for other significant services provided by the department, such as school liaison or real estate activities.

Directly manages own assigned capital projects.  Provides team leadership, direction, and turnkey project management for generally larger, more complex projects, including planning, fiscal oversight, team coordination, design, and construction administration.

Prepares organized, well written reports, Board of Commissioners agenda items, and other correspondence, and makes presentations to other staff, management, elected boards and others in clear, concise, understandable language

Establishes, develops and executes project specific goals, requirements, schedules, budgets, and strategy

Develops and manages the project schedules and communicates the progress, risk and any potential delays to the end users and management.

Visits job sites or operates in onsite offices, performs work inspections, checks job progress, and resolves project and contract issues.

Provides oversight of the development of RFPs/RFQs, solicitation process, and contract award.  Reviews or evaluates proposals or bids to make recommendations regarding awarding of contracts.

•

Provides management oversight of all contract agreements, amendments, change orders, and encumbrances.  Prepares contracts or negotiate revisions to contractual agreements with architects, consultants, clients, suppliers, or subcontractors.

Performs detailed review of project design documents to assure completeness, constructability and compliance with county guidelines and high industry standards.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Knowledge and Experience

Requires deep knowledge of discipline typically obtained through advanced education combined with extensive experience. Typically viewed as having a specialty within a discipline. May have broad knowledge of project management.

Within Medical or Scientific Disciplines, typically requires a doctoral degree and post-doctoral training.

Required Education

•

Bachelor's degree in Architecture, Engineering, Landscape Architecture or Construction Management


Required Experience

•

Five years of experience in facilities project management, and/or architectural, engineering or site design, three years of experience must be in project management


Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record

Knowledge, Skills and Abilities

•

Capability to think, plan and budget for long term facilities planning, including the ability to analyze, prepare and coordinate parts of a multi year capital plan with other departments.

•

Experience in coordinating master plan efforts and expertise in generating, developing and budgeting individual projects that are part of a master plan

•

Ability to plan, organize, coordinate and manage project teams, including other project management staff on larger projects

•

Advanced  ability to analyze the various requirements of a facility from the standpoint of the user’s needs and to understand and visualize spatial relationships and systems in a manner that can be clearly communicated to the end user as well as to design consultants

•

Have advanced familiarity with the construction of buildings, and their associated mechanical and electrical systems, site grading and amenities, utilities, landscaping and parking, in order to adequately monitor the quality of design and construction

•

Have advanced working knowledge of the value of construction, in order to prepare and analyze budgets and monitor design and construction projects for quality control, cost and the impacts from change requests

•

Have advanced experience in the implementation process of projects, in order to prepare and analyze the scheduling of numerous activities in their proper sequence through design, construction and occupancy transition.

 

•

Have advanced knowledge and experience in analyzing and evaluating detailed drawings for the construction of building, site and system components.

•

Ability to clearly and frequently communicate guidance and direction to department staff, other departments, consultants and contractors on various aspects of projects.

•

Ability to exercise initiative and work independently with minimum administrative direction.
