Primary Purpose

Implements programs and recommends policies and programs which further the development and preservation of housing across Wake County. Strengthens partnerships and provides education to the twelve municipalities related to municipal planning, zoning and land use efforts to support the production and preservation of affordable housing. Supervise staff who perform project coordination, monitoring, reporting, and grant administration activities for the Neighborhood Revitalization Program and the Public Land Disposition for Affordable Housing process.

Supervise or coordinate the work of community development staff

Under general direction, manages the Neighborhood Revitalization Program which deploys Federal funding to support municipal infrastructure, facility and housing projects that serve low-to-moderate income communities. Report and ensure compliance with Federal grants and County funding.

Under general direction, coordinate efforts with other division staff, County departments and municipalities concerning the disposition of government owned land for the development of affordable housing

Utilize strong planning skills and significant knowledge of affordable housing activities to assist municipalities in evaluating and implementing land use policies which aim to increase and preserve affordable housing

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in planning, community development or a related field


Required Experience

•

Two years of experience in planning, community development or a related field


Qualification Equivalency

•

Equivalent education and experience are accepted


Preferred Education

•

Master's Degree

Urban and Regional Planning, Community Development, Public Administration or equivalent

Community development, affordable housing, and/or urban and regional planning. Familiarity working in or with municipal government planning departments to implement strategies to preserve and increase affordable housing.

 


Preferred Licenses and Certifications

•

Significant experience in various affordable housing regulatory strategies, land use policies, land use disposition and inter-governmental collaboration

Excellent speaking, listening and written communication skills, ability to build solid cross-functional relationships internally and externally to identify and maintain partnerships and research best practices

Demonstrated successful ability to lead and participate in a multidisciplinary team with willingness to examine relevant viewpoints and explores alternative approaches

Ability to provide project oversight for partners to evaluate, design and launch initiatives
