Provides professional and technical guidance and oversight to business and departmental programs and staff with regards to program management, service delivery and contracted services. Provides operational improvements through maintenance, training and research, job estimating, safety checks and job scheduling. Tracks, plans, organizes, directs, and coordinates multiple business programs that relate directly and indirectly to interior, exterior, and road name signage, FM Space design, Life Safety programs, Wake County logo enforcement, special events and contract administration. Maintains, enters and distributes information on repairs and requests with GSA's Computerized Maintenance Management System (CMMS). Establishes and maintains relations with state and municipal agencies for the erection and maintenance of directional and regulatory signage, street marker road name signs and main facility signage. Manages all phases of work performed by staff and contractors. | | | | | | | | |
Essential Functions | | | Priority | % Time | • | Manages and directs assigned programs to include including corporate signage, road signs, ADA and life safety signs, Wake County logo policy compliance, room numbering related to renovations and new facilities, and contract administration. Plans and schedules the design, fabrication, installation, and maintenance of all program signs. Investigates and consults with GIS to maintain accurate records for road signs. Insures all work is completed and meets MUTCD, NCDOT and other federal, state and municipal laws and regulations. Develops project specification for sign packages. | 1 | 30% | • | Supervises, coordinates and leads the work assignments for a sign graphics crew while delivering program services and completes work order assignments. Provides materials, tools and safety equipment to employees to complete the assigned tasks. Provides technical and administrative supervision to the work unit in all aspects to support assigned programs. Completes employee performance reviews and evaluations. Identifies and coordinates training needs to develop staff. | 2 | 30% | • | Receives, assigns and completes work orders within the CMMS database. Plans and supervises work associated with service requests. Inspects work sites for quality control, quality assurance and completion per project specifications and department standards. Tracks and records work order labor, material costs and other relative data. | 3 | 20% | • | Completes administrative tasks in support of program services, employee supervision, work order management, and special projects. Completes time sheets and material requisitions. Processes invoices and credit card transactions in accordance with departmental requirements and county policy. Generates tracking reports, project estimates, material lists, and other supporting documents and reports as needed. Maintains equipment inventory to include maintenance and service records. Creates project proposals and job quotes for signage, consulting, contracted services and designs. Prepares high level documentation in regards to CIP, policies, disciplinary action, quarterly reports and correspondence to architects, vendors, other governmental agencies and the general public. | 4 | 10% | • | Plans, schedules and completes special project work to support divisional programs and work order management. Reviews plans and specifications to insure project meets county standards, local ordinances, and applicable codes. Additional Responsibilities | • | Responds to adverse weather events and emergency response operations as required for essential employees. Clears and removes precipitation (snow and ice) and debris from facilities after severe weather. Operates snow removal equipment, plow trucks, spreaders, power brooms, blowers, and other commercial equipment. Applies brine, salt and deicing compounds. Operates hand held power equipment and utilizes common hand held tools such as snow shovels, brooms, push spreaders, etc. Installs and recovers barricades, cones, and other safety equipment. Cleans up and restores county properties after damage due to natural events, civil protests or other unplanned events. | | | |
