Primary Purpose

Provide comprehensive real estate management services for Wake County land assets, including all property acquisition, property leasing, disposition of surplus County properties in accordance with the NC General Statutes, and conveyance and acquisition of easements, rights of way, and other property rights for the County. Provide assistance to Wake County Public School Systems and county departments with acquisitions of property and land acquisition directly related to activities managed by those departments. Maintain a comprehensive database of all County real estate assets; assisting the County Attorney's office in the preparation of legal documents relating to transactions and presentation of all matters to the Wake County Board of Commissioners for approval.

 

Essential Functions

Analyze information on property values, taxes, zoning, population growth, traffic volume and traffic patterns to determine if property should be acquired. Compare subject property with similar properties that have recently sold to determine competitive and appropriate market price.

Develop business cases to obtain approval for major real estate decisions including acquisitions, dispositions, consolidations, etc.

Acquire or lease properties for Wake County's Capital Improvement Program and other Wake County Department programs.  Coordinate property closings, overseeing signing of documents and disbursement of funds.

•

Negotiate land and building leases and lease extensions on behalf of County departments.  Coordinate suitability of property and/or building space with County end user and General Services and confirm lease rate for incorporation into respective department operational budgets.  Prepare report and clearly present to elected Board for approval.

•

Maintain knowledge of real estate law, local economies, fair housing laws, types of available mortgages, financing options, and government programs.

Manage conveyance of easements, rights of way, closing statements, and other landrights interests on County property

Disposition of County's surplus property in accordance with State Statutes and in coordination with other County departments.

Review, update, and revise existing real estate files located in County's online FM Interact Database to include all properties owned or leased for all County facilities.  Enter all new acquisitions, leases, and other land records into database.  Maintain file index with timely, ongoing updates.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Required Education

Bachelor's degree in Architecture, Engineering, Landscape Architecture or Construction Management
