Primary Purpose

Provides day-to-day leadership/supervision of three to five Crime Scene Specialist and an Assistant Crime Scene Supervisor. Reviews all aspects of crime scene reports, evidence forms and other associated legal documentation submitted by Crime Scene Specialists. Recommends and reviews evidence processing methods. Ensures all appropriate evidence collection procedures and methods have been performed proficiently and in the proper order. Ensures all legal requirements and guidelines have been followed. Provides guidance on legal issues concerning the laws of arrest, search and seizure as they pertain to crime scene examinations and evidence collection. Seeks, locates and secures fundamental law enforcement training as well as advanced crime scene related training. Responds to all major crime scenes and questionable death scenes and renders a decision as to the proper and correct methodology of examining the scene. Conducts performance evaluations/inspections on subordinate employees.

Reviews primary and follow-up reports in the record management system. Reviews completed case documentation for completion and accuracy. Conducts homicide case file reviews and assists staff with trial preparation as needed.

Supervises Crime Scene Specialists. Coordinates staffing and scheduling to ensure adequate coverage and efficient service delivery. Reviews timesheets and approves time off requests. Provides in-person guidance and supervision to staff at significant person crime scenes.

Serves as a liaison with service agency and the general public regarding service functions. Explains and ensures adherence to agencies policies and procedures. Responds to concerns or complaints regarding investigative functions. Explains forensic practices and suggests best practices to requesting agencies.

Monitors and evaluates employee performance. Identifies and provides opportunities for staff development. Conducts employee coaching, counseling and/or disciplinary action as needed.

Researches, reviews and implements new practices or procedures. Keeps abreast of new technology and legal precedence surrounding search and seizure laws with regards to forensic investigations. Prepares written reports of investigations and testifies in court.

Ensures maintenance of facility and work areas. Orders and acquires necessary supplies and equipment. Ensures staff maintain appropriate equipment and supplies and that items are replenished as needed. Ensures safety protocols and equipment is provided and functional.

Locates, documents, preserves, collects, and examines evidence at crime scenes. Utilizes forensic methods and technology in the recovery of physical evidence from crime scenes. Confers with requesting agencies and victims regarding ascertaining information necessary to forensic evidence recovery. Prepares and utilizes chemical reagents/instrumentation in a laboratory setting to develop and/or collect physical evidence from collected evidence. Practices safety procedures and practices in the lab environment. Packages evidence in a manner to preserve evidence and minimize degradation. Submits evidence appropriately for further analysis

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Physical, Natural or Forensic Science, Criminal Justice or related field


Required Experience

•

Five years of experience in crime scene investigation, forensic evidence collection, or law enforcement investigation


Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record

•

IAI Crime Scene Certification required within 1 year of eligibility - Must maintain current certification thereafter


Qualification Equivalency

•

Equivalent education and experience are accepted
