Primary Purpose

Manages and supervises employees of the Criminal Identification Unit. Manages and addresses performance related issues and deficiencies. Serves as the Quality Manager over all work conducted and produced in the Criminal Identification Unit. Obtains and establishes arrest records, fingerprints arrestees utilizing the LiveScan Fingerprint System and identifies fingerprints by comparisons and utilizing the Automated Fingerprint Identification System. Coordinates initial and on-going training and certifications required of all Criminal Identification Unit employees. Reviews the daily work product of the Criminal Identification Unit Supervisors. Ensures all inaccuracies are appropriately corrected and all involved agencies are notified. Conducts routine audits of work performed to ensure accuracy and maintains statistical data surrounding work objectives. Corresponds with LiveScan vendors to correct system failures, technological issues and drafts and implements training materials and procedures.

Performs administrative work review and quality control. Reviews and monitors all data collection by unit personnel. Reviews criminal fingerprint cards to ensure all prints are clear, classifiable and meet minimum standards established by the SBI for acceptance into state and federal databases. Acts as the system administrator for CCBI's criminal arrest record database. Conducts fingerprint comparisons for persons disputing arrest data.

Supervises Criminal Identification Unit Supervisors. Reviews and checks subordinate supervisors' paperwork, data entry and fingerprints for accuracy and quality control. Addresses subordinate performance issues within the unit through coaching, counseling and disciplinary action. Reviews and approves employee timesheets.

Coordinates the training program for new employees. Identifies and prepares training staff. Coordinates all new employee DCI required training and fingerprint analysis training. Tests employee proficiency as part of established training programs.

Collects fingerprints, photographs and DNA from Arrestees. Locates and examines DCI criminal arrest records of arrestees to identify wants or warrants. Establishes arrestee identity through fingerprints. Inputs and/or modifies biographical information for arrestees. Utilizes Livescan technology to collect fingerprints and transfers all charging data to appropriate entities.

Reviews and monitors the performance of all criminal identification unit staff. Identifies needs and opportunities for staff development. Coordinates staffing structure and scheduling. Ensures work practices, policies and procedures are implemented and applied consistently among multiple squads.

Coordinates, monitors and ensures completion of all court ordered expungements. Distributes expungements for completion to ensure efficient completion. Provides staff training for expungement process. Ensures the validity of expungements identified by the public not received from the court and ensures legal completion of those orders.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in  Physical, Natural or Forensic Science, Criminal Justice, or related field


Required Experience

•

Two years  experience in the science of fingerprint identification


Required Licenses and Certifications

•

Successful completion of a fingerprint comparison course within 12 months of employment - Must maintain current certification thereafter

•

NC Division of Criminal Information certification required within 12 months of employment - Must maintain current certification thereafter

•

Valid Driver's License and "safe" driving record


Qualification Equivalency

•

Equivalent education and experience are accepted
