Primary Purpose

Assumes overall responsibility for the Crime Laboratory division whereby responsible for the Latent Print, Evidence Receiving, Digital Evidence, Firearms Examination, Forensic Photography, and Drug/DWI Blood Chemistry Units. Performs all administrative and budgetary matters within the Division and ensures compliance with Wake County and CCBI policy and procedures, accreditation requirements, overtime, travel, and training. Oversees daily operations, prepares the annual budget for the Division, manages schedules, researches equipment and supply needs, develops and updates performance measures, reviews all personnel actions to include employment applications, salary increases, and disciplinary actions. Acts as liaison between various law enforcement agencies, the District Attorney's Office and Crime Laboratory staff. Reviews, drafts and modifies Crime Laboratory policies and procedures. Performs special assignments and functions for and at the direction of the Director.

Administers the Crime Laboratory division. Monitors staffing needs and ensures delivery of services in accordance with established standards and expectations. Reviews, drafts and implements new division policies and procedures as needed.

Provides supervision of the Crime Laboratory Forensic Manager positions. Conducts annual performance evaluations and ensures the consistent application of performance evaluations throughout the division. Approves time sheets and scheduling requests.

•

Coordinates and ensures continued compliance with accreditation/legislative requirements. Keeps abreast of new technology advancements and legislative changes surrounding laboratory services. Suggests and implements required changes to maintain compliance or in accordance with established goals or expectations.

•

Serves as a liaison with external customers and the Wake County District Attorney's Office. Addresses concerns or complaints regarding laboratory practices with service agencies. Identifies customer needs and arranges services and workflow to most efficiently meet customer needs.

•

Seeks, authorizes or reviews all division purchases. Monitors resources used and all fiscal matters surrounding the division. Identifies the need for future equipment and/or replacement and coordinates the resulting acquisition. Identifies and applies for grant monies based on laboratory services. Manages expectations and administrative accountability for all laboratory grants received and oversees expenditure of grant money.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Physical, Natural or Forensic Science, Criminal Justice or related field


Required Experience

•

Six years of experience in the administration and/or management of forensic services including at least two years of supervisory experience


Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record


Qualification Equivalency

•

Equivalent education and experience are accepted
