Primary Purpose

Manages all aspects of the technical operations of the Drug Chemistry and the DWI Blood Chemistry Units and ensures adherence to strict scientific methodology and quality assurance procedures. Evaluates the effectiveness of all policies and procedures related to the chemistry functions, proposing corrections and improvements to the Quality Manager and Assistant Director. Investigates technical problems, develops corrective actions and directs, tracks and verifies implementation and effectiveness of corrective actions. Authors and maintains Drug Chemistry Unit and DWI Blood Chemistry Unit technical procedures, training procedures, validation protocols, performance verification protocols and uncertainty of measurement procedures within the Units. Coordinates technical review and final approval of all analyses and reports issued by the Chemists in each unit. Evaluates courtroom testimony of Chemists and provides feedback. Trains new Chemist staff members. Serves as a liaison with external customers and prosecutorial entities to ensure needs are met and expectations are met to support the prosecution of criminal cases within Wake County.

Manages technical operations of the Drug Chemistry and DWI Blood Chemistry units. Serves as a liaison with law enforcement and prosecutorial agencies. Maintains current familiarization with North Carolina controlled substance statutes and US Code: Title 18 surrounding related offenses.

Supervises staff within the Drug Chemistry and DWI Blood Chemistry units. Coordinates and performs annual proficiency testing for staff and performance evaluations. Establishes work schedules and approves time off requests. Provides courtroom evaluation and feedback of staff. Provides new training of staff.

Performs instrument validation, maintenance and troubleshooting. Performs calibration checks on laboratory equipment and instrumentation. Documents, maintains, organizes and files calibration and maintenance checks for equipment and instrumentation. Schedules, coordinates and documents laboratory instrumentation and equipment preventative maintenance service.

•

Performs administrative and/or technical review of the unit work. Makes technical decision in analysis of casework. Causes all chemistry casework to be approved and published to customers. Identifies and provides opportunities for staff development and ensures continued staff certifications.

Reviews, modifies and develops chemistry unit(s) procedures. Proposes and collaborates on establishing goals and work objectives for the unit. Establishes, updates and maintains all technical laboratory procedures, quality analysis and quality control documents and standard operating procedures.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Physical, Natural or Forensic Science, Criminal Justice, or related field


Required Experience

•

Two years of experience in Forensic Administration/Supervision


Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record


Qualification Equivalency

•

Equivalent education and experience are accepted
