Primary Purpose

Conducts complete scientific tests of firearms evidence utilizing chemical and microscopic techniques and instrumentation, which may include comparison microscopes, forensic photography and computer networks linked to federal, state and/or local databases. Determines operability and functionality of submitted firearms, documents findings, prepares technical written reports of laboratory examinations, and communicates directly with law enforcement, District Attorneys and various agencies regarding results found. Prepares evidence in order to provide expert court testimony as to findings. Maintains records and files, stores evidence, keeps abreast of scientific advancements in forensic fields by attending conferences, reading technical journals, seminars, and training sessions. Trains new employees and develops, drafts, reviews, and modifies policies and procedures for firearms examinations in accordance and compliance with best accepted forensic practices and accreditation requirements. Assists in planning facility designs, modifications or improvements to ensure efficient operations and a safe work environment. Researches and maintains a working knowledge of required instrumentation, equipment for firearms examinations and provides recommendations and direction regarding instrumentation purchases and laboratory operational expenses.

Compares recovered bullets and fired cartridge cases with those recovered at crime scenes or in IBIS/NIBIN database. Examines bullets, ammunition and cartridges for marks produced by reloading, manufacturing process or other non-discharge related methods. Takes photographs employing photomicrographic techniques. Makes precise and accurate microscopic comparative examination. Preserves firearms evidence using proper evidence handling techniques.

Examines and classifies firearms and ammunition. Determines make, model and serial number of firearms. Conducts searches in firearms databases. Disassembles firearms and restores to original condition. Fires weapons in a safe manner into water tanks and other recovery systems. Identifies and restores serial numbers and identifying marks by employing various processes such as chemical etching, polishing, electrolytic, or magnetic particle separation. Conducts residue tests and experimental research into specialized areas of firearms and ammunition.

Maintains meticulous notes regarding all test and comparisons performed. Performs and documents regular maintenance, logs and/or audits in accordance with procedures and accreditation requirements. Makes accurate scientific conclusions. Prepares reports on all examinations of evidence which include the description of weapon or ammunition. Reports results of test firings and/or comparisons and other forensic tests. Reviews case files, notes, supporting documentation, and generated data prior to dissemination. Conveys opinions and findings in a clear and accurate manner as related to detailed examinations and analysis.

Calibrates, uses, maintains, and troubleshoots various laboratory instrumentation. Keeps abreast of new developments and current practices in firearms examinations. Participates in training related to firearms identification and examination. Examines and reviews professional journals and magazines. Conducts training and informational sessions related to firearms identification and examination as well as service capabilities to service agencies and the Wake County District Attorney's Office. Achieves and maintains an AFTE (The Association of Firearm and Tool Mark Examiners) Certification within two years of eligibility. Trains new employees.

Communicates clearly, accurately and scientifically with submitted agencies, lawyers and during testimony. Testifies in legal proceedings regarding examination results and opinions. Participates in pre-trial conferences regarding pending testimony. Testifies as an expert in judicial courts and  presents and defends  the results of lab analysis to those involved in criminal judicial proceedings.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

Bachelor's degree in Physical, Natural or Forensic Science, Criminal Justice or related field

Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record

•

AFTE Firearms Evidence Examination  - required with in two years of eligibility or employment

•

Identification Certification - required within two years of eligibility or employment

•

Must maintain current certifications thereafter
