Primary Purpose

Provides leadership and coordination of the centralized financial and management planning and fiscal management functions. Develops operational strategies, plans, or procedures. Engages in high-level financial analysis, planning, and forecasting for fiscal health and future economic development activities.

 

Essential Functions

Leads the budget preparation process and prepares financial analysis reports and capital improvement plans. Monitors revenues and expenditures and presents requests and recommendations to management and Board of Commissioners.

Participates in setting policy direction for County operations and organization-wide budget development.

Implements organizational changes to strengthen operations, guides staff priorities and work goals, administers the annual evaluation process, and addresses personnel matters.

Engages staff to deliver excellent customer service through increased training and responsibility, to support productivity, morale and retention.

Analyzes policies and procedures and makes recommendations for process improvements and changes.

•

Forecasts fiscal condition of the County through use of financial models and analyses and formulates strategies to mitigate unfavorable projections.

Researches trends, demographics and economic indicators and incudes information in reports to departments, management, Board of Commissioners and various agencies.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Finance, Business Administration, Public Administration or related field


Required Experience

•

Eight years of progressive leadership experience in governmental financial budgeting administration, including at least four years of supervisory experience


Qualification Equivalency

Equivalent education and experience are accepted
