Primary Purpose

Assists Department Director in developing operational strategies, plans, or procedures. Engages in high-level financial analysis, planning, and forecasting for fiscal health and future economic development activities. Plans, organizes, directs, and coordinates the activities of the Department and is responsible for the day-to-day management and professional development of Budget and Management systems, supervisory and analytical staff. Acts on behalf of the Department Director relative to business management functions as needed.

Manages the preparation, presentation and publication of the Wake County budget. Provides coordinated support and analyses to Budget Director and County Manager’s Office to develop the Recommended and Adopted operating budgets. Directs a team of professional staff in this objective.

Guides, reviews and approves work provided by staff. Monitors service quality and compliance with applicable regulations, standards, codes, policies and/or business requirements. Manages operational risk. Identifies and implements process improvements for the optimization of resources and the effective delivery of high quality services.

•

Provides technical guidance. Monitors and evaluates projects and processes. Performs research of specialized and technical information. Analyzes and resolves complex and sensitive issues. Handles escalated customer concerns. Creates, negotiates and implements initiatives and solutions.

•

Supervises budget system management staff and directs work to align with budget process milestones, as well as promote functional improvements on a project basis.

•

Oversees and participates in the analysis, development and administration of budget. Approves expenditures and monitors budget compliance.

Conducts special projects as assigned by the Director and the County Manager’s Office.

Oversees and provides direct staff supervision including conducting performance evaluations, coordinating training and implementing hiring and discipline and termination procedures.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Public Administration, Finance, Policy or related field


Required Experience

•

Seven years of experience in budget, finance and/or policy analysis including at least three years of supervisory experience


Qualification Equivalency

•

Equivalent education and experience are accepted


Preferred Education

•

Master's Degree

Public Administration, Public Policy or Business Administration.

Knowledge of implementing budgets within a Human Resource/Finance/Budget ERP system.
