Establishes department-wide processes and procedures that align with County policies as well as state and federal regulations and guidelines to ensure fiscal controls are in place to safeguard assets. Serves as a member of Executive Leadership Team providing technical assistance, financial analysis, and strategic planning and implementation to support the integration of services across Divisions and county-wide. Serves as liaison to County Finance and Internal Audit to ensure the Department operates within County financial policies. | | | | | | | | |
Essential Functions | | | Priority | % Time | • | Directs the Budget unit in the development, management and analysis of the Department-wide budget of approximately $200 million dollars and includes development and maintenance of the Human Service business plan and service matrix. Oversees financial reporting and ensures department budget and fiscal operations comply with county, state and federal guidelines. Conducts cost study analysis and actively participates in audit and cost settlement activities. | 1 | 20% | • | Directs the Billing and Receivables unit in activities relating to department-wide revenue collections, cash handling procedures and compliance audits. Oversees the activities of Client Accounting as it relates to patient billing and deposit activities for all clinic operations. | 2 | 20% | • | Oversees the Procurement and Disbursement Unit responsible for contracts management, purchase orders, p-card purchases, and accounts payable. Directs the development of Department related procedures and processes for the disbursement of funds to ensure proper public purpose is established and documented. Ensures compliance with Department and County policies and procedures and assesses the need for process improvements for fiscal-related activities throughout the Department. | 3 | 20% | • | Directs the financial activities related to the Grants Accounting Unit ensuring the coordination, administration, fiscal management and oversight of pre-awarded and post-awarded activities for all grant-funded projects. Oversees the review process of potential grant applications, ensures team provides consultation in the writing of grant applications and develops collaborate working relationships with potential funders to identify emerging opportunities that align with organizational priorities. | 4 | 20% | • | Oversees and directs the Program Integrity Unit ensuring the integrity of department programs. Ensures accountability in expenditures of public funds through prevention, detection and investigation of fraud and abuse by consumers in the Food and Nutrition Services, Work First, Medicaid, Special Assistance, Child Care Subsidy, Emergency Assistance, and Housing Community Revitalization programs. | 5 | 20% | | | | | | | |
