Primary Purpose

Reports to the Appraisal Director and works in collaboration with the Collection Manager and other Appraisal Managers to manage staff and work processes of the Real Property Appraisal Division. Participates in the hiring and training of additional appraisal staff and assists with the re-engineering of all software and business processes necessary to manage the reappraisal cycle. Exercises considerable initiative with wide latitude for independent judgment in a highly visible role.

 

Essential Functions

Oversees the daily duties of up to ten Real Estate Appraisers and support staff within the Real Property Appraisal Division of the Tax Administration.

Organizes the Real Property Division to facilitate a smooth transition to a more frequent reappraisal cycle.

Assists in implementing and managing the full reappraisal life cycle from project plan development through the appeals process.

Recruits and hires new staff.

Trains staff and conducts performance reviews.

Collaborates with the Appraisal Director to develop and monitor work plans, operational and reappraisal budgets.

Coordinates with the Wake County Information Services department and external vendors to implement and maintain software platforms necessary to produce sound appraisals.

Assists the Appraisal Director with special projects or external inquiries as needed.

Assists the Appraisal Director with administering the pay for performance system and address human resource matters within the department.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Accounting, Business Administration or related field


Required Experience

•

Four years of experience in accounting or appraisal


Required Licenses and Certifications

•

North Carolina Department of Revenue - Real Property Appraiser II within 1 year of employment


Qualification Equivalency

•

Equivalent education and experience are accepted
