Primary Purpose

The Collection Manager reports to the Deputy Tax Administrator and works in coordination with the Appraiser Managers. This job must be well versed in the Machinery act, the North Carolina Sales Tax Statutes and the North Carolina Malt and Wine License statutes.  The Collection Manager interacts with the general public on a daily basis handling issues from legal actions to general billing questions. Maintains good working relationships with other County departments, especially Finance and Sheriff's Department. Manages Tax Agents and staff while overseeing and directing work processes. Exercises considerable initiative with wide latitude for independent judgement in a highly visible role.

 

Essential Functions

Oversees the daily duties of Tax Agents and support staff within the division of the Tax Administration

Assists in organizing the Tax Agent and support staff to help facilitate a smooth transition to a more frequent reappraisal cycle

Coordinates with the Wake County Information Services department and external vendors to implement and maintain software platforms necessary to produce sound appraisals

Collaborates with the Deputy Assessor and Tax Administrator to develop and monitor work plans, operational and reappraisal budgets

Assists the Tax Administrator and Deputy Tax Administrator with administering the pay for performance system and addresses human resource matters within the department

Assists in implementing and managing the full reappraisal life cycle from project plan development through the appeals process

Assists the Tax Administrator and Deputy Tax Administrator on special projects or external inquiries as needed

Assists in developing requests for proposals and managing contracts

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Accounting, Business Administration or related field


Required Experience

•

Four years of experience in accounting or appraisal


Required Licenses and Certifications

•

North Carolina Department of Revenue - Personal Property Appraiser II within 1 year of employment


Qualification Equivalency

•

Equivalent education and experience are accepted
