Primary Purpose

Manages the accuracy and productivity of daily operations for the Finance Department, including procurement, disbursements, investments, revenues, financial reporting, and systems administration.  Under general direction of the Finance Director, works closely with Finance staff and other departments to ensure fiscal stewardship in support of County services and systems.  Ensures compliance with federal and state laws, County policies and governmental accounting best practices.  Helps establish and implement the use of data analytics and smart technology to improve business processes and increase staff efficiency.

Plans, directs, and supervises through subordinate supervisors and direct reports accounting, cash management, accounts receivable, procurement, disbursement, and financial reporting functions.

Plans, directs, and supervises through subordinate supervisors processes that run through the County's ERP system, sub-ledger systems, and ancillary support systems.

Ensures that all activities of the department are in accordance with GAAP and that records are maintained accurately and in compliance with laws and regulations.

Implements and ensures policies and procedures reflect current regulations and are communicated to and implemented by subordinates and other stakeholders.

Develops and implements training programs utilizing recommended new process approaches, policies, and procedures to effect continual improvement in operations.

Represents the department in multi-department and County-wide projects or system implementations, with a focus on compliance with financial policies, functionality, and data integrity for financial reporting.

Provides leadership and direction to ensure effective practices related to customer service and communication between Finance and other departments.

Holds periodic staff meetings. Identifies areas for improvement, changes in procedures, new developments, or changes in services.

Serves on the County's eWake leadership team.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Accounting, Finance, Business Administration or related field


Required Experience

•

Seven years of experience in financial management including at least three years of supervisory experience
