The Tax Administrator is appointed by the Board of County Commissioners to serve a two or four-year term. The Tax Administrator must be bonded and certified as an Assessor by the NC Department of Revenue within two years of the first appointment. The Tax Administrator is directly responsible for the operation of the Department of Tax Administration. This job exercises considerable initiative and independent judgment in a highly visible role while carrying out engagements with local and national audiences; elected officials and boards; media and professional representatives; and the public. | | | | | | | | |
Essential Functions | | | Priority | % Time | • | Administers the tax laws governing the County in an equitable and effective manner while instilling the highest degree of public confidence and integrity | 1 | 15% | • | Devises and implements operational strategies and obtains necessary resources to achieve and maintain organizational goals in accordance with State statutes and local ordinances | 2 | 15% | • | Provides oversight and direction to division managers regarding business activities, personnel matters, and administration of the pay for performance system | 3 | 15% | • | Analyzes expenditures and requisites to prepare budgetary proposals; administers and monitors adopted budgets to ensure proper financial operation and accountability | 4 | 15% | • | Produces a variety of statistical and narrative reports for submission to the County Manager, Board of Commissioners, and jurisdictional leadership | 5 | 10% | • | Develops requests for proposals and negotiates and manages contracts to meet the financial and business objectives of the County | 6 | 10% | • | Consults and advises the County Manager and Board of Commissioners on tax matters and fiscal impacts related to tax assessment and collection | 7 | 10% | • | Works in coordination with municipalities and other districts in the administration of Ad Valorem taxes | 8 | 5% | • | Collaborates with the Wake County Information Services Department and external vendors in the development, implementation, and maintenance of software platforms | 9 | 5% | | | | | | | |
