Assists developing the annual operating and capital budgets. Monitors actual expenditures and revenues compared with budgets through the fiscal year. Performs complex budgetary, financial and operational analyses. Evaluates, develops, and upholds County policies. Supports financial decision making by monitoring deadlines; collecting, summarizing, and consolidating data; allocating variances; analyzing and interpreting data; making comparative analyses; explaining data and assumptions; researching and correcting variance problems; assembling and analyzing historical financial data; explaining data and assumptions. Performs complex analysis of goals, objectives, and needs of the general operating and political environment. Analyzes and reviews requests in light of current fiscal and political realities. Provides recommendations to the County Manager on the validity of departmental requests. Prepares the Manager’s recommended operating and capital budget for presentation. Develops solutions or options for proceeding. | 1 | 20% | • | Prepares written communications and presentations to others that effectively, concisely, and accurately describe budgetary issues, problems, analyses, solutions, conclusions, and recommendations | 2 | 20% | • | Researches, gathers, and assembles disparate information from a variety of sources into usable formats. Collects and reviews historical data to develop short and long range forecasts related to expenditures and revenues. Reviews data to analyze trends affecting financial, programmatic, and personnel needs. Synthesizes large sets of data and determines high level key messages and gaps. Presents findings effectively to management. | 3 | 20% | • | Collaborates with Departments on business plan development, budget request development, and budget request entry. Supports business case development. | 4 | 25% | • | Assists Departments in their improvement efforts by providing analytical support in the areas of finance, processes, and communications. Participates in initiatives that involve changing current business practices. Offers critical feedback to ensure viability of proposed initiatives.
