Primary Purpose

Directs the Division of Emergency Management and its programs, employing general emergency management practices of mitigation, preparation, response and recovery. Provides strategic planning across multiple program areas such as fixed nuclear sites, hazardous materials sites, homeland security issues, all-hazard planning, resources support and management, and emergency operations center activations. Enacts local, state and federal programs and assures compliance with legislative and regulatory requirements. Coordinates multiple agencies and disciplines, multiple levels of government and the private sector with similar missions and goals by merging functions and activities with effective and efficient systems.

Directs the Division of Emergency Management and associated programs, while assuring compliance with county policies, legislative events and regulations.

Acts as the liaison for the county relating to emergency management issues including community planning, nuclear power plant planning, homeland security, hazardous materials reporting, communications and administrative/political issues surrounding emergency management.

Recommends activation and manages the Emergency Operations Center.

Assists with departmental strategic planning across multiple program areas and disciplines (law, medical, fire, public health, etc.)

Assists in the development and monitoring of the Division’s budget and assists in the application and management of grants.

Position(s) may perform other duties in addition to the above as assigned by management.

 


Additional Responsibilities

•

Substitutes in the rotation of the on-call schedule for Staff Duty Officer (SDO) and 24/7 availability to subordinate SDO personnel. Supports division staff in completing their work objectives directly and indirectly. Participates in state and federal committees. Participates in Human Resources/personnel activities.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Emergency Management or related field


Required Experience

•

Six years of experience in emergency management including at least two years of supervisory experience


Required Licenses and Certifications

•

Valid Driver's License and "safe" driving record

Equivalent education and experience are accepted

Experience in Emergency Management with exposure to multiple hazards that align with local hazards (nuclear, chemical, civil unrest, biological, severe weather, (hurricanes, winter storms, tornados).  Prior leadership and management experience for 5 years.
