Primary Purpose

Develops and implements plans, strategies, and policies that have significant impact on the Wake County Environmental Services Department based on direction from the Department Director and the goals and values of the organization. Provides significant input to the Director around culture, strategy, emergency planning, business planning, and management of the Department's Divisions. Leads projects that enable the Department to deliver valuable solutions to the community, drive operational efficiencies, and promote a culture consistent with the core values. Provides feedback and guidance that influence the decisions regarding the operations of the Department, both internally and externally. Exercises considerable initiative with wide latitude for independent judgement in a highly visible role.  Represents the Department Director as needed. Supervises the Plans and Permits Supervisor and the Quality Improvement Manager.

Additional Responsibilities

•

Represent the Department Director as needed. Direct and supervise the Quality Improvement Manager


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Knowledge and Experience

•

Requires advanced management and leadership knowledge to oversee diverse programs. Has master-level knowledge and skills within a specific technical or professional discipline with strong understanding of other areas within the Department or across the County.


Qualifications


Required Education

•

Bachelor's degree in Public Health, Environmental Engineering or Science, Business Administration or related field


Required Experience

•

Seven years of experience in environmental programs including at least three years of supervisory experience


Qualification Equivalency

•

Equivalent education and experience are accepted


Preferred Education

•

Master's Degree

Advanced degree in Public Health, Engineering or Science, Business Administration, or related field

Strong ability to use current Microsoft Office Suite applications (Word, Excel, PowerPoint, Visio, and Outlook) with the capability to master company specific software and databases and other business software.
