Primary Purpose

Oversees a Departmental unit and directly supervises staff that provide professional, programmatic support services such as technical training and development; contracts and grants management; budget, human resources and other business management functions; or other program-specific support services.

Researches issues and develops strategies for the administration of complex programs or services within a Department or program area.

•

Coordinates and meets with Department and community leaders to develop processes for administration of projects, such as budgetary or fiscal administration functions. Prepares proposals, assembles teams and assigns work. Oversees invoices and payments.

•

Manages general human resources functions related to the program managed. Recruits, hires and evaluates employees. Develops training requirements and manages staff.

•

Develops procedures for work and protocols and interprets federal, state and local regulations. Coordinates information with Departments and outside agencies. Maintains records of work performed.

Manages grant activities, including writing and submitting grants. Procures funding and responds to grant proposals. Manages expenditures and monitors all budget activities for adherence to grant requirements.

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.
