Primary Purpose

Plans, directs, and leads the Human Resources department including Human Resources Information Systems, Payroll, Operational Support Services, Talent Acquisition, Talent Development, Benefits & Wellness, and Employee Relations. Aligns human resource solutions and initiatives with the County's overall strategic goals. Ensures continuous improvement to enhance efficiency and effectiveness of Human Resources department.

Directs the design, implementation and administration of human resource programs, policies and procedures. Develops, implements and evaluates department vision, mission, goals and objectives Advises management on key issues, policies, and best practices.

Analyzes metrics and data to ensure department alignment with overall organization strategy. Continually assesses competitiveness of department programs and initiatives against comparable organizations, industries and markets. Streamlines business processes to maximize efficiency and effectiveness

Consults with management and senior leadership to assess and understand key business objectives. Translates business needs and plans into opportunities for strategic HR planning. Recommends and implements initiatives to addresses gaps between current and existing needs

Coaches senior leaders in human resourced issues including employee relations, talent development, performance management, policies and guidelines, and employment law and practices

•

Designs, sponsors, and directs programs to enhance employee morale, promote positive employee relations, and improve employee performance. Oversees department's communication and marketing strategies to engage and inform employees of department services, procedures, and policy

Serves on leadership committees to provide strategic guidance, ensure compliance, and promote a positive workplace culture

Oversees Human Resources and Benefits and Wellness budgets. Ensures proper fund management and competitiveness with benefits funds. Serves as key member of request for proposal committee for HR programs and systems

Creates and oversees team’s workflow and required tasks. Defines goals, communicates objectives and monitors team performance. Manages all onboarding activities, professional development, performance, discipline, work schedules, and timesheet approvals

Position(s) may perform other duties in addition to the above as assigned by management.

 

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Resources Management, Public Administration, Business Administration or related field


Required Experience

•

Eight years of experience in human resources administration, including at least four years of human resources management experience


Qualification Equivalency

•

Equivalent education and experience are accepted
