Primary Purpose

Plans, directs and manages the County's employee relations programs. Provides guidance and consultation in the areas of conflict resolution, performance coaching and counseling, disciplinary action, and policy interpretation and application. Serves as key role in day to day risk and liability mitigation. Utilizes data analytics to identify trends and recommend interventions. Supervises Employee Relations staff. Serves as member of the Human Resources leadership team.

Provides guidance and consultation in the areas of conflict resolution, performance coaching and counseling, and disciplinary action. Partners with management to handle complex employee relations matters, performance counseling, attendance counseling, policy violation and conduct-related cases, including disciplinary recommendations. Investigates harassment claims

Collaborate with senior executives to design, develop, implement, and systematically evaluate new and existing human resource policies and procedures to ensure compliance with state, federal, and local laws

Facilitates discrimination and non-discrimination grievances. Establishes and trains grievance committee and provides feedback to managers and employees involved in the grievance

Oversees the design and delivery of in-person and e-learning training to all levels of the organization on conduct and standards, equal employment opportunity, and personnel policies and procedures

Utilizes data analytics to identify trends and recommend proactive and innovative interventions to resolve complex Human Resources issues

Creates and oversees team’s workflow and required tasks. Defines goals, communicates objectives and monitors team performance. Manages all onboarding activities, professional development, performance, discipline, work schedules, and timesheet approvals

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Resources Management, Public Administration, Business Administration or related field


Required Experience

•

Five years of experience in human resources administration directly related to the position’s functional area, including at least two years of supervisory experience

•

Equivalent education and experience are accepted
