Primary Purpose

Provide cross-functional leadership to support a variety of projects across HR including workforce planning and analytics, performance measures, communications and change management. Partner with key stakeholders to develop business cases, project scoping, and evaluation to ensure strategic alignment while defining impact measures.

Collaborates with Human Resources Director and Assistant Human Resources Directors to devise workforce planning strategies, processes, timeline, and change management/implementation plans

Articulates and executes the vision for workforce planning valuations in key domains (e.g. attrition, mobility, contingency, labor market, etc.). Utilizes data-driven approach to assist business leaders with workforce planning assessments

Provides oversight for the employee performance management process including policy, systems integration, and training

•

Facilitates project kick-offs, stakeholder analysis, lessons learned, updates, and integration of work from multiple teams and vendors to deliver project success. Supports development of business cases, project scoping, project alignment, and process documentation to ensure clarity and accountability to deliverables

Contributes to the design and development of change management and deployment deliverables, including case for change, stakeholder analysis, change impact assessment, communication strategy/plan, leadership action plan, and deployment roadmap

Analyzes human resources performance measures to identify and target approaches for increasing organizational performance

Creates and oversees team’s workflow and required tasks. Defines goals, communicates objectives and monitors team performance. Manages all onboarding activities, professional development, performance, discipline, work schedules, and timesheet approvals

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Resources Management, Public Administration, Business Administration or related field


Required Experience

•

Five years of experience in human resources administration directly related to the position’s functional area, including at least two years of supervisory experience


Qualification Equivalency

•

Equivalent education and experience are accepted
