Primary Purpose

Supports human resources functions such as: completing personnel and/or recruitment actions, advising on HR policy and procedures, and/or providing technical support for various human resource areas. Position may be located within Human Resources or other County departments.

 

Essential Functions

Processes personnel action including, but not limited to, new hires, transfers, promotions, pay changes and separations. Reviews final timesheets to confirm accuracy of separation dates. Ensures actions contain all necessary documentation and are processed in a timely manner. Ensures required forms are forwarded to appropriate area for further processing. Communicates relevant information to Benefits and Payroll teams. May serve as final approver for finalizing personnel actions. When position is located in Human Resources, assists departmental HR Reps with troubleshooting personnel action errors.

When position is located in Human Resources, serves as backup to supervisor for system configuration and troubleshooting issues. When position is located in a department other than HR, may serve as the Move Coordinator; respond to employees’ inquiries and resolve issues in a timely and professional manner; and/or assist Department Leadership with policy and business processes annual review.

Completes or reviews forms for employee actions such as new hires, pay changes and separations. Conducts pre-employment background checks based on county policy and job-specific requirements such as references, criminal backgrounds and driving records. Creates, manages and maintains personnel files.

Maintains applicant database and recruitment files to include data entry, formats recruitments for screening and referral, and compiles reports. May consult with supervisors and subject matter experts on job posting content, position requirements, screening preferences and best practices. Consults with Talent Acquisition and Compensation regarding salary approvals and position change documentation. When the position is located in Human Resources, manages and uploads position change requests documentation from departments for further review and approval.

Prepares new employees for orientation, distributes forms and information, reviews forms for completeness and accuracy, and may process I-9 and other onboarding actions. Enters data into E-Verify to confirm employment eligibility within three days of hire date. Enters employee attributes, emergency contact information and schedule.

May provide general explanation of employee benefit programs and advise employees of various options available. May review benefits documents for accuracy and completeness; forwards to appropriate office. May generate custom reports as assigned.

May assist supervisors and managers by providing information, guidance and training relative to routine employee relations matters.

When position is located in Human Resources, responds to requests for personnel file copy from County Attorney’s Office, employee or external agency. Processes employee name changes ensuring receipt of proper documentation. Responds to requests from employees for personnel file review. Participates in annual Payroll audit for request of I-9 documentation.

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Associate's degree in Human Resources Management, Public Administration, Business Administration or related field


Required Experience

•

Three years of experience in human resources administration


Qualification Equivalency

•

Equivalent education and experience are accepted
