Primary Purpose

Plans, directs, and manages the County's human resources training program. Evaluates training metrics to continually improve work performance and staff professional development. Supervises HR Training staff. Serves as a member of the Human Resources leadership team.

 

Essential Functions

Provides in-depth consultation with managers to identify complex training and development opportunities. Conducts needs assessments and provides feedback to managers regarding training initiatives and curriculum design. Oversees and administers targeted development programs for new and high potential leaders.

Leads the training evaluation program through design, implementation, and evaluation of programs to measure the achievement of established goals. Conducts post-training follow up to ensure integration and demonstration of learning goals. Provides metrics and analysis to key stakeholders on utilization and effectiveness of content/programs. Collaborates with leadership to design and facilitate change management initiatives that increase engagement and meet strategic business objectives.

Plans, directs and manages the training program strategy. Designs and delivers supervisory training sessions through in-person and eLearning sessions. Selects delivery methods to meet training objectives.

Oversees learning management system administration, training calendar management, and communication strategy for soliciting participation in training initiatives

Collaborates with internal partners to assist in communicating changes in human resources initiatives, policies, processes, and systems

Creates and oversees team’s workflow and required tasks. Defines goals, communicates objectives and monitors team performance. Manages all onboarding activities, professional development, performance, discipline, work schedules, and timesheet approvals

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Resources Management, Public Administration, Business Administration or related field


Required Experience

•

Five years of experience in human resources administration directly related to the position’s functional area, including at least two years of supervisory experience

Equivalent education and experience are accepted

Detailed knowledge of training and adult learning best practices, needs assessments, and evaluations

Supervision skills with ability to provide guidance and professional support to staff, offer regular feedback, hold staff accountable, and serve as a mentor

Ability to develop, implement, and evaluate initiatives that support employee engagement and development outside of the traditional classroom training environment

•

Demonstrated ability to provide in-depth consultation regarding needs assessment and curriculum design for complex training goals

•

Exceptional interpersonal and verbal communication skills including proficiency in managing and facilitating group discussions

•

Effective writing and editing capabilities, including the creation of PowerPoint and e-learning presentations

•

Ability to handle confidential matters with discretion

•

Ability to manage and lead special projects

•
