Primary Purpose

Plans, directs, and manages employee onboarding, offboarding, and background check for the County. Supervises Onboarding Center staff. Serves as a member of the Human Resources leadership team.

 

Essential Functions

Develops, implements and manages a comprehensive onboarding and offboarding program to ensure a partnership between new employees, hiring managers, and HR while establishing an effective long-term working relationship between the employee and the County. Creates and maintains onboarding and offboarding program materials and website.

Acts as an ambassador to new hires and facilitates the introduction to Wake County. Coordinates relocation procedures. Oversees communications with new hires before their start date through first year of employment. Creates onboarding processes for existing employees as they transition to a new department.

Serves as a liaison with HR, Parking, IT and Hiring Departments on hiring cycles and employee onboarding.

Develops and manages county-wide background check program. Facilitates vendor selection and evaluation process via Request for Information (RFI) or Request for Proposal (RFP). Serves as resource regarding more difficult and adverse background check results, partnering with supervisor and Employee Relations to determine appropriate outcome.

Collaborates with departments to create employee engagement ideas and processes. Incorporates retention strategy for designated time periods throughout the new hire’s onboarding process.

Gathers employee experience feedback. Develops and manages metrics and KPIs of the onboarding, offboarding and background check programs' effectiveness.

Supervises Onboarding Center staff to include defining goals, hiring and training staff, timekeeping, and managing professional development and performance management.

•

Participates in special projects and other duties as assigned.


*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Resources Management, Public Administration, Business Administration or related field


Required Experience

•

Five years of experience in human resources administration directly related to the position’s functional area, including at least two years of supervisory experience
