Primary Purpose

Serves as lead benefits analyst in administering employee benefits and leave programs for employees and retirees. Educates and counsels employees on benefit and leave related programs and policies.

 

Essential Functions

 

 

Priority

•

Counsels and advises employees and leadership regarding benefits administration. Investigates claims and recommends decisions that impact the employee, plan compliance, and benefits budget. Analyzes data and makes recommendations on plan changes

Reviews and interprets benefits policies. Advises senior leadership, managers, supervisors and employees regarding benefits policies

•

Assists in the request for proposal process for all benefits related contracts. Serves as subject matter expert for system selection, design, and implementation

•

Maintains, analyzes, and reports on benefits related data. Provides recommendations based on data to better manage programs and support strategic initiatives

Designs, delivers, and analyzes benefits-related training initiatives and communication efforts, including new employee orientation, open enrollment sessions, and retirement seminars

Administers Retiree Drug Subsidy program

*IMPORTANT* In the event of an emergency, as determined by the County Manager or designee, participation in preparedness and response operations should be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employee may also be required to participate in relevant exercises and regular preparedness training.

Qualifications


Required Education

•

Bachelor's degree in Human Resources Management, Public Administration, Business Administration or related field


Required Experience

•

Four years of experience in human resources administration


Qualification Equivalency

•

Equivalent education and experience are accepted
